1: there was consent

exactly the law was to prohib ecchi or (sexual things) at public to combat it, if they take it to a too high level to the point of completly hidden and don't teach things to childs is another story but this don't means which the laws, rape, stalker, and murder attempth don't exist anymore, they just tried to make things more hard to happen.
