High Rock and Hammerfell are basically within the same region; High Rock being north of the Iliac Bay and Hammerfell being south of it. You could easily fit them both in the one game.

In fact there was a game that featured parts of High Rock and Hammerfell, it's called The Elder Scrolls II: Daggerfall.

Hammerfell's also a desert. For what it's worth.

It's kind of pointless trying to guess the setting, since as we know the lore outright lies. Cyrodiil's supposed to be jungle, until Talos retconned it into a temperate region.

It might be all of Tamriel since it is next gen! Also it might be set in the fifth era.
