From the manga (I 'm at beginner level in Japanese so I there might be some mistake) Byakku Shiki was given to him as his personal IS before his match With Blue Tear with no further detail or just that i cannot understand what they wrote, furthermore the manga state that Byakku Shiki was decided to be his personal IS but not stated by whom (decide is the extract word from the manga), may be zephyr325 can give us a answer for this

Ichika get his personal IS because he is special as the only male who can use an IS so Japan want to show their power by giving the only boy who can use IS a personal IS. As for why the Japanese Government give him Byaku Shiki, it's still unexplained(or maybe it has but I forgot about it XD. I'll give more info if I have time to reread the novel)

is more like 3rd generation with prototype 4th tech like Fold-Out armo and One Off you can say 3.5 generation

latter upgraded to Byakku Shiki : Setsura which is Comparable to full 4th generation

Some fun fact about the character page on the official website, each heroine and Ichika have their personal IS name, only Houki was stated as "専用ＩＳ無し。" or "no personal IS" , well we knew that she will soon have one anyway

Any info about the closed form of the character IS, From the manga, Byaku shiki Closed form is a Gauntlet or metal glove on his right arm, I guess Akatsubaki is a sword as showed in the promo poster, what about other heroines ?
