Yeah, its a garter, in weddings I believe the tradition is that the bouquet is tossed to the single women while the garter of the bride is tossed to the single men.

I love the comic strip of Suzaku realizing all their hairs are curly ( even euphie's had curls ) and hes imagining Lelouch xD
