The Sisters arc isn't going to be 24 episodes. That's absurd. They might be able to stretch it to 12 though, with some filler. Like how they handled Level Upper in the first season. The second half will likely be some combination of original material and possibly the Liberal Arts City SS.

That's what I thought at first, but if they stick to 1 chapter per episode, padded out with "what are the other girls doing?" moments, then they could easily stretch this beyond 12 episodes. Plus, we don't know if it's going to be expanded to include any further developments with Shinobu or Last Order. Kamachi left loose threads everywhere that have a lot of potential. I'm cool with whatever they do as long as they don't go SoL filler with so much unadapted material on hand. Saten can chase a rainbow, then we can get back to business. I have my fingers crossed for Liberal Arts City.

Question: Mikoto gave her dna map to the scientists back when she was a kid right? Was she a level 5 then already? Or do scientists know which people have the potential to become level 5? And when did the Radio Noise project start exactly?

They already know that she would become a level 5 (she was a level 1 back then).

No one knows exactly when the Radio Noise started, there is the prototype Misaka 00000 "Full-Tunning" but no one knows where she is.

As such, they had a fairly good guess that Mikoto would indeed become a level 5.

Well, I guess they could make Mugino the boss of the first half of the season then they could make rest of the story go through for about 4~6 episodes in the second half, then put in fillers.

System Scan measures potential in addition to current power, so they know from the beginning what Level every student is likely to be. Level 0s will always be Level 0 because the City won't help them grow.

That's not entirely accurate either.

They would help them so long as the cost of resource is within acceptable range.

After a certain point when it has diminishing returns, that's when they cut their losses.
