No need to label this as a reference.
Shiraishi says that the word tsundere was born in 2002, which means that when Evangelion aired, there was not such a thing as "tsundere" yet. As for what tsundere means, it's explained well enough in the episode itself, so I don't see why to think of it as a reference. Sticky updated with the most relevant infos from the the above posts.
