This came from the coverart of "Black Rebellion", the recap of Ep1-25 scheduled for release this week. It's funny that this is a DVD for S1, but Kimutaka drew an S2 Lelouch. O_o

The translation "to the greatest and best good" isn't that accurate.
"optimo" derives from the ancient roman goddess "Ops", patron saint of rich harvest, fruitfulness and protection in times of war. The original meaning of the word is more like "well-disposed" or "merciful".
