1. Fate started cooperation BEFORE case was closed. 2. There were no victims of her actions - i.e. it was case of "government vs" not "government and bunch of pissed off victims" and more importantly 3. She didn't exchanged her sentence for service, but preferred to be with mother and later it's simply became a case of "you want to go to civilized world - you wear limiters and no summons" which she also decided against. I want to note that before TSAB service Caro with her summons also were in uncivilized parts.

Not true. Summoners are valuable commodity WHEN THEY CAN CONTROL THEY SUMMONS. And Caro did NOT control even Friedrich before that attack on train. They would gladly taken Lu in service, but she just wants to be with her mother.
