Nope, only Touma as far as the preview material has shown.
With all the SRW material they're cramming in 2nd OG, there's no way they'd go full-swing into 3rd Alpha yet, anyway. And why try and smush it all into one game when they can stretch it out into another.

Tales of Xilia 2 is doing that as well. Recaps that is. Seems to becoming a trend popular Japanese games to offer recaps to fill in new players, so they aren't lost in sequels, and to maybe entice them enough to buy the previous game.

Don't count on it. We're clearly not getting into the 3rd Alpha storyline yet, what with the SRW D, EX, and Masou Kishin stories already in this game. Not to men tion since Irui is here, they're better off spending a game on her story first, which is setup for 3rd Alpha's story anyway.

I heard that the Jinrai (the black one) will become Raioh, so I guess they are going to spend a quite to get us Raioh, so I don't think Dairaioh will be available in this game.
Also, take note that we won't be getting everything in Masoukishin, based on this timeline. I'm kinda sad, though.

I've typically associated games that feature a lot of La Gias stuff as representative of major imbalance, lousy battles animations, and almost impossible to damage bosses throughout the years, but that might just be because those games are so much older and far far more primitive by comparison and Winkysoft was frankly a terrible lazy developer compared to Banpresto's current team. I used to hate how they thought it was a good idea that you should not be allowed to see either the enemies full life bar or how much damage you were doing with attacks so that you weren't sure if you were even leaving a scratch as you plinked away at really cheap overpowered boss units that dealt one hit kills with accuracy and dodge rates you NEEDED seishin to get around. Seeing Duraxyll in particular brings back some rather unpleasant memories.
