Was Rika supposed to be taller than Mion in this story? I mean, I might be basing my conclusions on the Higurashi character design for Mion, but Rika just seems so tall.

Spoiler for 5-14:
5
Mion: Ahahahahahaha! / It's really pouring now! // Even the inside's getting soaked!
Rika: That's why I said we should bring umbrellas...
Mion: If we took umbrellas, they would be an obstacle and we couldn't play so easily, right!? / Well... it rained, so what else can we do, / Rika-san?
6
Rika: Geez... / You're still optimistic as ever, Mion... // At any rate, the rain is heavy... I hope it will stop...
Mion: Don't worry, don't worry! // In the whole history of mankind, there's never been rain that doesn't stop, nor a sun that doesn't rise! // Ahahahaha! That sounds cool! A-ha-ha-ha-ha!
Rika: Go on laughing to death. In my eyes, you already died... (this one's kind of confusing)
Page 07:
Rika: But, this is nice. / I didn't think I could enjoy it like this.
Mion: No-! Today's really--- // A complete mess, like, it's really crazy fun!! (This is confusing too. What's she trying to say, exactly?)
Rika: You just overreacted... I don't feel it's bad, but...
Mion: Well, um... how do I say... / ...I, you see, that's just my personality. // I'm always wild... // And I'm thinking that... maybe you think I'm ...too annoying...
Rika: .........
8
Rika: ...I don't think you're annoying at all. // I like how noisy you are.
Mion: Really!? // When you asked me to go out, it made me happy. / I was asked by Rika-san~ Yay~! // So I cancelled all my plans, including school! (Does she mean like a date? If not, you might want to switch 'go out' with 'hang out.)
Rika: Is... is that so? // ...But... / ...Is skipping school to go play all right?
Mion: It's fine! It's fine! // Because skipping Fujishima's lesson for one day won't really do much!
Teacher: Hmm, where has she gone to?
Rika: Is... is that so?
9
Mion: ...Also, if it weren't a weekday, we couldn't play to your heart content.
Rika: Skipping school to go play was worth it... / ...huh?
Mion: It was, it was! Yes, it was! // ...Honestly, you seem pretty serious, so when you started talking to me about skipping school to go play, I was a little surprised...
Rika: ...... / You were surprised by that?
Mion: Yes, I was!
10
Mion: Well, you're (like?) an honor student-! / You whispering something like // .. "let's skip school next Wednesday, okay?" / made me decide to skip it immediately! // Maybe you'd even confess something! Or even better...! / Our relationship is gonna go another step further eventually!!
Rika (image): I love you!
Rika: ...That'll never happen, so don't worry.
Mion: How can you say that? // If people love eachother, they can easily overcome barriers like gender!
Rika: ...I don't need to overcome anything of the sort.
11
Mion: This place is really remote... // There's an hour 'til the next bus, right?
Rika: ...And it's raining today of all days....
Mion: Not to mention how so few people would come to such a desolate place.
Rika: ...And it's raining today of all days...
Mion: ...So that means... at least an hour! / Cumberer won't appear, right? (What's Cumberer?)
Rika: ...... // ...And it's raining today of all days...
Mion: I know, right? // It's raiiiiiiiiiining~!
12
Tonegawa: Well-! / We're saved, we're saved!
Arakawa: Phew! // It's really pouring, isn't it? I'm all soaked.
Tonegawa: Yeah...
Mion: Because of the rain...
Tonegawa: ...Hahaha! Well well, I agree with you. / Arakawa-kun, what time does the next bus come?
Arakawa: Let's see...
Tonegawa: Not for at least an hour.
Arakawa: It seems like the last bus just left a short time ago...
13
Mion: Because of the rain---!!!
Arakawa: ? ...Did we do something...?
Tonegawa: ...I haven't gone to bath for a couple of days... Do I stink?
Rika: ...And there's already a hindrance. Too bad huh?
Mion: Damn~ ...If I get the chance, I'll kill them with a Sumaki-! (Or she could just say "I'll wrap them in a mat and drown 'em!")
Tone+Ara (aside): I wonder if she can smell it~
Mion: Rika-san, we'll continue later!
Rika: You're right... I think it would be really good if you did a Sumaki. // You would be r-e-w-a-r-d-e-d.
[T/N: Sumaki is a way to kill people, by using sedge mat to wind victim's body and throw him into a river.] - From my Meakashi-hen chp.1 translation.
14
Mion: Uuuuuugh!!!
Tone+Ara: Eeekk!!
Tonegawa: Mi-... Missy... can you smell it after all...?
Mion: Can I smell it? Can I smell it? Of course I can!// Look! That's what I said! / You stink of all the alcohol you've been drinking!
Mion (side): Achoo!!
Tonegawa: Is... Is that so...?
15
Arakawa: See!? / For a man, appearance is everything!
Tonegawa: I'll... I'll pay more attention next time. // ...But that missy didn't say she smelled it, right?!
Rika: ...It's not that I don't\I don't smell anything (I'm not sure what she's saying, but it should be one of the two)
Arakawa: ...Come to think of it... I can't really smell it either.
Tonegawa (side): Don't you agree?
Mion: I smell it! You can practically see it, can't you?
Rika: See it?
Mion: Two suspicious men coming to a God-forsaken place like this...
16
Mion: There can only be one reason!
Arakawa: Heh?
Tonegawa: Reason?
Mion: Oh c'mon... The only thing you should be able to think of is... // -thaaat!!
Rika: ...Please don't pay her any mind... She's a little weird girl.
Rika (side): Nipah~
Mion: Kyu~n...
17
Mion: ...Ri-... Rika-san... ...This really hurts... ...Don't you know I'm carrying our child...!?
Rika: You won't be giving birth with a body like that\What, you want to give birth? (this is confusing as well)
Mion: Rika-san, it hurts, it really, really hurts...
Tonegawa: You two seems very close... Are you friends?
Mion: Of course we're not! Just "friends?" I and Rika-oneesama are closer than-! // -thaaat!!
Rika: We're friends... This girl is Mion, Sonozaki Mion.
Mion: Auu...
Rika: ...I'm Rika, Furude Rika.
18
Tonegawa: Aah, nice to meet you. My name is Tonegawa. / This is Arakawa-kun. As a side note, he's still single.
Arakawa: Tonegawa-san, please don't say unnecessary things!
Rika: ......Arakawa-san, what're your hobbies and occupation?
Tonegawa: C'mon! You have to answer nicely!
Arakawa: Eh!? // Aah, I... I like a bit of skiing! // Umm, my job is...
Rika: ...in the Ministry of Construction.
19
Rika: ......the River Bureau... You're from the dam project?
Tonegawa: Eh?
Arakawa: Yes... ooh, you know us?
Mion: ...Heh... Rika-san, you're pretty knowledgable. // ...Are you gonna say, "Elementary, my dear Watson"-?
Rika: ...There's no deduction involved... Only people involved with the dam dress like that. // And isn't that the logo for the Ministry of Construction.
Mion: Oh!? You're right!
Tonegawa: Ha-ha-ha! You're right. You have my admiration, miss great detective. / Seems we should reintroduce ourselves.
Tonegawa (side): You got us there.
20
Tonegawa: I'm from the Slope Conservation, Erosion, and Sediment Control Department. I've been here since April. / I'm Tonegawa Katsumi from the Urban River Office in River Bureau of Construction Ministry.
Arakawa: I'm Arakawa Kazuya from the Urban River Office too.
Mion: And, I'm Sonozaki Mion, nice to meet you for real.
Rika: Also, I think you've got a few screws loose in that brain of yours... // ......... // You think I'll shake your hand / ...when you people plan to destroy Hinamizawa?
Tonegawa: Ugh!
Arakawa: That's harsh...
21
Rika: ...... // ...I'd never allow something like a dam in Hinamizawa!
Tonegawa: But a dam here is neccesary.
Arakawa: This place might help irrigation and flood control the most of all.
Rika: No!
Tonegawa: The large electrical power generated from the dam is very important too. / A 350,000 kilowatt maximum will boost Japan's rapid economic growth.
Rika: No!
Arakawa: We also can't discount the dam's effectiveness to regional development. / Your home town may contribute to the betterment of industry and culture in every city along the railway line.
Rika: No! // No matter what pretty words you use, I'll never agree... // Those reasons don't justify sinking Hinamizawa into a lake!
Tonegawa: Of course, we understand your feelings, / but Hinamizawa has a number of favorable conditions for dam construction.
22
Tonegawa: One is terrain condition; The width of the Hinamigawa river is incredibly narrow in Hinamizawa. Moreover, the bedrock is granite. / ...They are the best conditions for a dam installation site.
Rika: So what?
Tonegawa: It's close to where the demand for electricity is high. Reducing lost electricity is important, too. As I just said, the maximum carrying capacity is 350.000 kilowatts.
Arakawa: This will supply enough electricity for all of Shikoku for years to come. (check over this one)
Rika: So what?
Tonegawa: The height of water storage efficiency counts as well. In the Hinamizawa Dam's case, that's 200. (200 what? Might help to include that.)
Arakawa: This will increase the dam's capacity 200 fold.
Rika: So what?
Tonegawa: In other words, when we build a dam in Hinamizawa, water levels rise, and we'll have a dam lake with a total length of 30 kilometers.
Arakawa: That will cover everything from Tokyo to Omiya.
Rika: So what?
Tonegawa: And there's the convenience of the aggregate supply. Hinamizawa Dam's aggregate has a capacity of 1,500,000 cubic meters. Arakawa: That's enough for 6 maru-buildings. (Either reword it, or add a translator's note of what a maru-building is)
Mion: While you're at it, we'll get a trip to the hot spring.
[Personal note: How scary this page is... I don't know what I was doing...]
23
Rika: So what!?
Mion: Heh!? / ...Hahahahaha! It would be nice if we got that... I bet...
Rika: So what?
Mion: Normally, they'd give an invitation to a couple, right!? ...If we get them, we'll go to the hot springs together-! // When we go, we'll scrub eachother's backs! And after that, we'll play ping-pong in Yukatas-!
Rika: So whaaat!?
Mion: After that, we'll watch fireworks through the windows along a river beach-!
Rika: So whaaaaat!?
Mion: When the atmosphere gets lively, suddenly my will fingers twine about you-!/ You'll shyly entrust yourself to-...!
Tonegawa: The youth of today get along well...
Arakawa: It's not like that...
[Personal note: I leave these SFXs for you. It'll be fun if we do.]
24
Rika: ...Anyway, / I'm against the dam!
Tonegawa: Vi- Vi- Vi- Violence is wrong!
Arakawa: W- W- W- Well! / I didn't agree to the dam at first eithe-!
Tonegawa: Arakawa-kun!
Arakawa: A dam destroys the environment, right?! Right-!? Eeeek!!
Mion: ...Just one punch had this effect... What will I do if my pancreas is ruptured?
Rika: Anyway, I say no to the dam! No way in hell!
Mion: Why not allow it?
25
Rika: There's no need for a reason...
Mion: That's not a good rebuttal. / You need a real reason to say no. // I'm not against it. / Didn't society teach us? It prevents flooding.
Rika: It's sophistication! (I don't understand this one. Maybe "It's barbaric!" or "It's a matter of class/sophistication/etc." If you understand it better, please edit it.)
Tonegawa: ...We understand the pain of the Hinamizawa citizens, really. / Of course, we're aiming to provide a reasonable compensation.
Rika: Compensation for eviction?
Tonegawa: It will be our pleasure to offer you a new mansion in the city. / Not only will it be close to the station, it'll have a wonderful environment and provide many facilities.
Screen: Close to the station! / 07 minutes on foot
Mion: Right, right! That's it! / It's awesome-♪
26
Mion: ...I was born in Hinamizawa, so it's not like I'm not attatched... // But... // Ending the springtime of life in a solitary village deep in the mountains with only a few hundred houses,... // To live in the city sounds good. Like something you'd only expect to see on TV.
Rika: You're Tokyanized and corrupted by Televisionism. / ...They've always been on your mind since we went sightseeing in Tokyo.
Mion: Think what you want of me! / But please give some thought!
[T/N: Lulz, I found those words from here: www.urbandictionary.com/define.php?term=tokyan http://www.urbandictionary.com/defin...televisionism]
27
Mion: Do you know what Hinamizawa's tallest building is!? / The three-story fire brigade building! // And is there even one escalator here!? / No, right?! // We only have an elevator! // It carries the lunches for elementary schoolers / ...I don't like thaaaaaaat!
Rika: You mean the life in the city is better than your hometown? / ...You'll make our ancestors cry too.
Mion: I don't want to die in the countryside deep in the mountains! / I wanna live normally, like a normal girl, in a normal city, and surrounded in normal things!
Rika: ......... // You think Hinamizawa people can live in a city!?
Mion: ...!
28
Mion: It's personal! / If you like places like this, do what you want. // Please, just don't drag me into it!
Rika: ...Mion...
Mion: My family is poor, so we couldn't move anywhere... / Thanks to the compensation money, we can finally live in the city! / ...If the dam project were stopped, what would happen to us!?
29
Mion: Don't tie me to a place this isolated anymore!
30
Rika: I'm gonna go wash my face
Mion: Ah... // Ri-... Rika-san...!
Arakawa: ...Urgh!
Tonegawa: Arakawa-kun!
31
Mion: Umm... Is he alright?
Tonegawa: He hasn't been feeling well since after the holiday break... and it's gotten worse quickly.
Mion: U- Umm... If he needs a toilet, it's back there... / Ah! // But... Rika-san's in there now...
Tonegawa: It's not constipation... Are you alright, Arakawa-kun?!
Arakawa: ...I'm sorry... it will go away... soon, so...
Tonegawa: You overworked yourself! You should see a doctor as soon as you can!
Arakawa: I'm sorry. I feel better now... / My head's still pounding, though... Okay.
Tonegawa: Isn't that a sign of subarachnoid hemorrhage or something!? / Anyway, take a break tomorrow! ...Even if it's just for me, visit a doctor in a hospital!
Arakawa: .....You're right... I'm sorry... It's really... getting worse quickly...
Mion: ...... // ......!
32
Mion: ...Now that you mention it, I've got a headache too. / ...My head's pounding.
Tonegawa: That's not good. Maybe you caught a cold.
Mion: ...Hahah... // ...Because of the rain...
Radio: ......HQ calling Car-1, please respond. / ......Car-1, answer...
[Personal note: The SFXs are cracked sound, I don't know how to translate them.]
33
Mion: The rain's... persistent today, isn't it?
Rika: Right... It's lighter, but not stopping...
Mion: Yeah...
Rika: I wonder if Arakawa-san's better after a toilet break...
Mion: Yeah... // Huh? // There's someone coming...
34
Yoshimura: Well well-! Ha-ha-ha-ha! / It's like someone dumped a bathtub on me! // The umbrella doesn't even make a difference. // Uh-heh... Even the inside my pants are getting soaked... / ...Wanna take a look?
Mion: Oh? // This is a rare opportunity. I'd love to-!
Yoshimura: ...Ah, no... I didn't think you would say that...
35
Rika: ...Do you know him?
Mion: Well... I'd never want to know an old man like that.
Rika: But, aren't you two chatting pretty intimately?
Mion: No no! My heart belongs to you alone! / I just chimed in the lonely middle-aged man's soliloquy-!
Yoshimura: Wha-! / That "middle-aged" is so cruel! Despite my appearance, I'm not even 28 yet!
Mion: If we round off, isn't it 30? If you were 30, you would be a venerable middle-aged man already-!
Yoshimura: Excuse me... // But a man gets his charm in his 30's!
Mion: Whaaat!?
36
Mion: Miso flavor-!? ...Oh my god-!! Rika-san, this man is dangerous-!!
Yoshimura: Not "miso!" I said "thirties-!!"
Mion: On top of that, what's with the hemorrhoids-? / This man is too creepy-!
Yoshimura: ......I lose, I lose. Fine, fine, hemorrhoids... / ...I can't beat a young girl...
Mion: Rika-san, that old man is so funny-! / If we ask, maybe he'll give us spending money-!
Rika: ...Are you sure you only just met? ...You're getting along very well.
[T/N: Yoshimura says "misoji" (thirties age). But Mion thinks it's "miso" (miso soup) and "ji" (hemorrhoids).]
36-2 (With the pun replaced to suit English better. If you prefer the original , or would like to try your own, feel free. It didn't take much time, and it's pretty forced, so no hard feelings either way)
Mion: You want to charm us-!? ...Oh my god-!! Rika-san, this man is dangerous-!!
Yoshimura: Not charm you! I meant that it was charming!
Mion: On top of that, what did you mean 30-? 30 pornos? / This man is too creepy-!
Yoshimura: ......I lose, I lose. Fine, fine, I'm creepy... / ...I can't beat a young girl...
Mion: Rika-san, that old man is so funny-! / If we ask, maybe he'll give us spending money-!
Rika: ...Are you sure you only just met? ...You're getting along very well.
37
Mion: We were the same way. // Weren't we pretty intimate for a first meeting-? / Well, I did most of the adjusting... // Maybe only I was excited...
Rika: ...Definitely not... / I was happy too.
Mion: ......... / ...I'm sorry... I said too much before.
Rika: ...No... / I should be the one apologizing...
38
Yoshimura: Wow... / A nice resolution, huh? I didn't think you'd take it in that direction... (This one was confusing as well)
Mion: Oh shaddup! We were doing just fine-!
Yoshimura: Don't threaten me. I understand, I understand! ...I won't interrupt anymore! / Please take whatever course you want!
Mion: Whaaat-!? What do you mean "course"-!? / Oh my god-! Rika-san, this man is dirtie-!
Yoshimura: ? // ...You're Rika-chan?
Rika: Yes...
Yoshimura: I'm Yoshimura... Yoshimura Mitsuru. Nice to meet you.
[T/N: Yoshimura says "ikutoko made iku(-chattekure)", it means "take its course". But Mion thinks it means "come (cum) till orgasm".]
[Personal note: I lolz... Leave it to you, my dear editor.]
38-2 (replacement pun)
Yoshimura: Wow... / A nice resolution, huh? I didn't think you'd take it in that direction... (This one was confusing as well)
Mion: Oh shaddup! We were doing just fine-!
Yoshimura: Don't threaten me. Come on, I understand! ...I won't interrupt anymore! /Please carry on however you like.
Mion: Whaaat-!? What do you mean "cum on"-!? / Oh my god-! Rika-san, this man is dirtie-!
Yoshimura: ? // ...You're Rika-chan?
Rika: Yes...
Yoshimura: I'm Yoshimura... Yoshimura Mitsuru. Nice to meet you.
39
Rika: What're your hobbies and occupation?
Yoshimura: Hah!? // Well well-! Ha-ha-ha! / Even marrige interviews aren't that straightforward. // I like lots of things... / I'm a freelance writer.
Rika: Freelance writer...? // Is that a part time job...?
Mion: He's a freelance magazine journalist.
Yoshimura: ...The next bus... hmm... oh? That's a lot of time. / ...How lucky I am-! ...I can take shelter from the rain with young girls!
40
Tonegawa: Oh, is this a friend of yours?
Mion: He's a strange old man.
Yoshimura: That's harsh! Hi there, I'm Yoshimura.
Tonegawa: Greeting, I'm Tonegawa from Urban River Office in the Ministry of the River Bureau of Construction.
Arakawa: Greeting, I'm Arakawa from the Urban River Office.
Mion: Greeting, I'm Sonozaki, we've only just met.
Yoshimura: ...S- Seems like you are close... You're all friends...? // ...But you're close enough to be... Yeah. // Ah! / Does everyone think so!? / Let's take a group photo of four unique, close friends!
41
Yoshimura: ...Yes. Smile, smile-! / Nice~ Everyone, nice smiles! / Well... What a nice impression this gives... // Rotten Ministry of Construction members are doing compensation dating with active high school girls in Hinamizawa. // Ju-... Just kidding...
42
Radio: HQ, answer. HQ, answer...... End the deployment of all cars...
Yoshimura: ...Er... And a thunderstorm! ...The weather has been very bad, right?
Arakawa: It's true... // But do you feel the sky over there is a bit clearer?
Tonegawa: Maybe it'll be miraculously sunny by the time the bus arrives.
Yoshimura: I hope so...
43
Mion: ...Yoshimura-san, did you come here to collect data? / ...About the Hinamizawa Dam, I'd guess?
Yoshimura: ...Yeah. It's connected to the dam, / ...but that's not exactly why I came here.
Rika: ...The Citizens' opposition movement around the dam project?
Yoshimura: No.
Tonegawa: The dam construction's influence on the environment?
Yoshimura: Not that.
Arakawa: The contribution of the dam to the area?
Yoshimura: A-ha-ha-ha-ha!!
44
Yoshimura: You got it all wrong. / It's not something that serious. // ...I came here to collect data on... / ......
Tonegawa: ......What is it? ...Please don't put on airs.
Yoshimura: ...Do you know about... Oyashiro-sama?
Mion: ! / ......Oyashiro-sama...!?
45
Rika: ...Yes, // Oyashiro-sama.

Thank you very much.
But when I wake up, there're also two people doing. I really thank your effort... but I think I need only one ^^"
I know my English is not good, so I put the decision on Joly-san's hand...

With the games and novels of Natsumi, they really need to add her story to the anime. I am always on lookout for Natsumi manga, if anyone sees some releases I will try to get them.
I was wondering... can anyone tell me if the "Kokoroiashi-hen" manga has been translated? and Kizuna manga? Is there a transalation proyect for these two?
^
None of them.
Put a hope on a new scanlation group, I think that's better than old ones (just like me).
Actually, I don't have confidence in my English skill anymore... Plus, I can't do editting alone since I'm busy now..
