do they have any japense sayings about cats, but then one worded things

like in English you have words like: Catnapped (from kidnapped)
do they have any of those in japense, involving .. well cats?

Not exactly sure, because it's the translation of a legend (and those are always prone to stranger translation), but my bet is 白い蝶々 (shiroi chouchou).

One more thing, could anyone translate the phrase "The Snow is Dancing" or "The Dance of the Snow" or some equivalent phrase in to Japanese? And if it's not too much trouble, perhaps with "In the Evening Air" added at the end?

Also, in the phrase "Kambara yoru no yuki", Yoru = night and Yuki = snow, correct? And is Kambara then the name of a location in Japan?

雪が舞っている (yuki ga matteiru) The snow is dancing
This is actually used in everyday conversation to describe a windy snowfall.

雪の舞 (yuki no mai) Dance of the snow

雪が舞っている、この夜の空に (yuki ga matteiru, yoru no kuu ni) The snow is dancing in this night air

I concede that I have not heard of such a place, though that certainly doesn't mean it doesn't exist.

I couldn't find anything in the Wikipedia, but since it's the name of a painting by the Japanese painter Hiroshige, I'm guessing it is (it could be an imaginary place invented by Hiroshige himself, who knows).

Passing along a question from a friend, who asked about the Japanese word "SI CO YI I" (that's how she spelled it) and wanted to know what it meant in english (she guessed something like clever, or strong)

Shikoii? I really can't think anything by the lines of that. I tried inputting it in different ways but nothing turns out. It's probably and adjective, but other than that, I can't tell you.

It's just basically a formal farewell and annoucment to the fans by Hiro Suzuhira,
an illustrator who was working for Navel, leaving the company for personal health issues.
This happened back in Feburary, and he's a freelance artist now.
He still works with Navel, but by freelance contract.

You sure they meant Japanese?
Alphabet for "YI" doesn't even exist in Japanese.
Yi and Ye does not exist, only Ya, Yu, and Yo.
Besides, that whole thing doesn't even make sense.
now, they didn't mean Sikoru now did they? It's a slang for masturbating.
