Considering the fact that a lot of people were killed off during the Gastrea war, housing prices will be significantly lower (since there will be less people living in homes). Keep in note that Rentaro and Enju live in a very decent apartment despite the fact that they are in some sort of perpetual poverty.

Hmm... There are cracks on the exterior of the apartment if you notice - look close at the scene between Tina and Rentaro on the balcony.

Beside, the city would also need area for agricultural and maybe industrial. Gastrea makes logistic between cities dangerous.

Well technically, she does serve as a comic relief character. You can also say the same with Tina and Enju as well when it comes to Rentaro (both of them also serve as heartwarming and tearjerker moments also).

In general though, the series has a very serious and depressing mood. The author's use of comic relief is put in a very limited level.

Wait a minute. A previous spoiler said that one of the promoters who lost their initiator in this battle became a mechanized human. If it wasn't that guy and the katagiri siblings survived, then who was it?

He did survive, the bomb inside Aldebaran didn't kill him completely, it only blown off all of his limbs, his hair and caused different degrees of burns over 80 % of his body. He basically ended up like darth vader and was later rescued by the right wing organization to become their mechanical soldier, so basically he is black bullet version of darth vader.

Perhaps later on there might be a Luke I am your father scene, if they don't cut out shoma's final fate in the anime.
