You know, if you think about it...what great evil is Garou guilty of? Beating up heroes? Sure, that's bad but plenty of heroes are guilty of that themselves. So far we've seen Garou fight monsters and heroes alike but never really kill any heroes when he could have several times, he has saved a child from monsters, even after attaining his super powerful form he still goes easy on heroes and bluffs about killing the kid but clearly had no intention of doing so. Saitama said it himself, Garou is a sweet guy as he held back from fighting seriously against someone he thought was weaker.
As of chapter 89...Garou being redeemed doesn't seem that hard or unlikely because so far he's only been a guy who wants to become a monster but doesn't really act like one in the end. My theory of him ending up relaxing in Saitama's house with the others still stands!

You do remember that he was about to kill an innocent, but ugly, kid, right?
You mean the kid he was threatening to kill in order to make the heroes react YET was walking in the completely opposite direction of the boy as Saitama pointed out?
Yea, he had no intention of killing the kid in the first place.

Spoiler for what he did:
Didn't he kill those three heroes and a bunch of villains at that meeting in the hero association headquarters?
I think he also killed all the tanktops and Licenceless Rider as well

WORDS IN THE HEART CANNOT BE TAKEN
If a corrupt court will not behead an evil king, than the watchman should do it himself.
According to the monster association, they've been monitoring Garou the whole time he began his "hero hunt" and noticed that he hasn't killed ANY of the heroes he fought. So basically, for all his talk about wanting to be the "absolute evil", it looks like his heart wasn't really into killing any of those guys (which I doubt even he himself is aware of). Ironically, it seems the only beings he HAS murdered so far were..... monsters!
Back in strip 46, A-Class Rank 6, Blue Fire. He's dealt out a lot of serious, probably life-altering injuries, even considering that most of those guys should have been able to get prompt medical attention, since they were at the Hero Association headquarters.
But it seems Garou has somehow avoided causing fatal injuries. Not that strange, when you consider that Saitama has been able to do the same when it comes to human beings, and he's far more powerful than Garou.
My favorite part of Strip 89: When Saitama gets upset because Garou is "tripping loser flags" with his threats against Saitama. Saitama can be a pretty considerate guy himself.
Wow, to think Garou actually survived one of Saitama's punches, and it was a more serious blow than the Omega Jab that he used to end the Sea King. And that "loser flag" comment, too silly. Just goes to show that this manga is not to be taken too seriously. ^^;; Will Saitama actually get a serious fight for a change? Can't wait to find out. Until then...
Well, Garou is doing his utmost best to survive, and Serious Saitama is an absolutely Scary Saitama. Other than that, the Zombie Man better tell the association about the fight. Saitama needs some recognition for the fact that he kicked the ass of a monster that beat the shit out of almost all the S-Ranked Heroes.
