It's Rahzel from Hatnkou Yuugi. Wasn't 100% sure so tried to look for that certain scene and found very similar pic on some anime blog.

Thanks. I expected it to be crappy which is half the reason I want to see it. From that description though it sadly sounds like my headcanon plotline I came up with after seeing the characters (The blue-aligned protagonist and her 2 friends, the red adrenaline junkie and the terrible girl who plays Flinthoof Boar in a monogreen deck, hatch crazy schemes involving card games to overthrow the tyrannical white-aligned student council president, while avoiding the creepy girl who thinks she's a vampire) may not be accurate.

Edit: Found a translated version and yeah it really is as bad as you said haha. I'm pretty pleased I managed to predict most of the characters' personalities perfectly though, especially the green girl and her nicknamed creatures and "cute" monstrosities.

They are Lovers (I think, if memory serves right), the girl get's forced by another person to brake up with the boyfriend and they meet at a park near a small bridge over the water.

The girl who got stabbed was someone from the Rurouni Kenshin, Samurai X: Trust and Betrayal Prequel OAV's. That was the first episode out of 4. It happens in the beginning and that was one of Kenshin's adopted caretakers.

I believe its a movie about ninja's. Two clans at work and it seem both side, each ninja has a technique or mutant ability. One clan is protecting their leader (female ninja) from the other clan.

It's been a long time, so that's all I can recall ^ (maybe 1980's to 1990's film).
