Not only that this short story is 1/6 volume length and it is covered in 1 episode. Normally the main series is covered in about 3 episodes per volume. So, this is the most faithful adaptation.

More like because Production IMS is a new studio that was just formed last year and Date A Live II was the second anime they ever made. I guess their animation quality is better now.

I can't say I entirely agree with what you said. The studio is currently handling the adaptation of Ore Twintail ni Narimasu and there were some moments where the animation looked sub-par to me. A reasonable explanation for this would be the available resources they had. It depends on the budget and time.
