I tried to search for its tutorial, but all i get is how to make text effects. I tried downloading a software for adobe, but the instructions was lame and it was incompatible with my CS2 somehow. Really need help, id really appreciate it.

If you are talking about something like this:

Then you can make them with the ellipse tool in photoshop.

Thats right, but how do you make the arrows that come out of their mouth and how to join more than two balloon text.

Oh right, sorry about that. I just wanted to be sure before going into more detail.

For the little arrows you can use the Pen tool. In the upper bar and with the tool selected, make sure you select the "Paths" option.

From here it's just a matter of creating the shape of the arrow with anchor points (drag anchor points to create curves) and then righ click and select Fill path.

Hit the Esc key twice to get rid of the path created once you finish.

There are much better explanations about the pen tool around here, and you can actually see some pointers in Photoshop (bar at the very bottom) while you use the tool..... this of course, just in case you still have doubts after hearing this "explanation"

As for your second question... I am not really sure what you mean by it. I usually create each balloon on a different layer so that I can move them individually without having to worry about affecting the rest.
