If they possess that ability, they didn't use it when it mattered. They had many opportunities since they were attacked physically by Sasuke and Kakashi, but they ended up tied to a tree !

Suigetsu was naked when he emerged from the water and we only only saw him turning his face into water. I don't think he can turn his clothes into water.
The Demon brothers, on the other hands, were fully clothed and armored when they emerged from the water. I don't think they use the same jutsu. They most likely only created water and hid into it. (yeah, I know there was so little water that it doesn't make any sense in terms of physics, but the pond was too small to contain the body of 2 ninjas transformed into water anyways)

well then either i am wrong, or that is a clone emerging.

on one of the covers, they also show showed sasuke on a giant hawk one time.

i wanna se a fight between suigetsu and haku.
a post timeskip haku vs post timeskip suigetsu
or a pretime skip suigetsu and pretimeskip haku

i wonder how that fight will go.
