The Bijuu all have a telepathic link, so when Naruto convinced the Rokubi and the Kyuubi, he also convinced the others.

its really funny, because last chapter after kurama and naruto were getting all buddy buddy, i said to myself... knowing kishi there will be a flashback for all of this... but a younger kyuubi? hmm that would be interesting, and i thought of when naruto tried to force transform into kyuubi and became chibi

i think the only purpose for sasuke right now, is to be possessed by madara and have them both combine powers, because genjutsu bijuu resistance, and all the colors of the bijuu rainbow... i can't believe i'm saying this but kishi orgasmed over naruto's power level... sasuke kinda.... -needs- a power up now to compete

He also has one tentacle worth of 8-tails chakra. And he went after the kyuubi chakra into the mess of war, he had to have a good reason for that. anyone notice on the picture that the Sage had those 2 Horn's sticking out of his hair, which Naruto also has in his Rukido form?
(on page 13 where he tells them they will find someone to lead them down the right path)

Since Tobi is trying to put his plan into motion by collecting chakra from all tailed beasts, maybe he calculated that there was a chance that Naruto (or someone else like Sasuke, Kabuto, Madara) would be able to do the same. As long as Naruto can't 'bump fists' with the Shukaku though, he won't be able to get power from all tailed beasts.

Or it could just be that he didn't use him since the jinchuuriki's body (Gaara) is alive and kicking....
