Rio Rainbow Gate makes me go WTF!!! every single episode. It's like the studio doesn't even have a director, or a screenwriter.

A lot of animes evoked that emotion in me. Probably in decending order:
FLCL - It's just nuts.
Azumanga Daioh - The OP, any instance of that ugly orange "cat", Osaka's dream in Episode 9 or 10 or whatever...there was a lot of craziness.
Haruhi Suzumiya - Pretty much any time the title character does/says anything. Makes you think, "What's wrong with you, woman?"
Gurren Lagann - More of a "holy balls this is awesome" feeling, though.

Anime in general has this WTF factor that sends many new fans, and non-fans especially, reeling. It's such a common reaction that it's been coined as Japan WTF (or so I've gathered from my hazy reading on this subject). As someone who's been watching anime and reading manga for quite some time, though, I usually don't get the WTF feeling. However, there are some series that even get me puzzled and shocked at the sheer strangeness of it all.

Panty & Stocking with Garterbelt is the posterchild for Japan WTF. Even the title makes heads turn: who in their right mind names characters after underwear? Seeing the actual art used in the show only furthers the mind boggling: the designs, while I find them unique and interesting, are incredibly distanced from the standard 'anime aesthetic'. The art is a cross (and homage to) Powerpuff Girls and Invader Zim but many anime fans seem to believe that the people that produce anime are comletely unaware, and uncaring of, American cartoons so such a crossover style is a foreign concept. The actual content of the show is another beast entirely: with subject matter ranging from poop to a naked race it is so completely random and off the wall that the viewer is constantly guessing at what will happen next (and are often shocked at what does). Truly a WTF series (and priceless to watch the reaction of someone watching it for the first time).

However, while P&Sw/G had me reeling in a good way, Eiken has elicited a similar reaction in a bad way. Eiken is. . . very hard to describe. A one hour OVA (based on a multi-volume manga) is famous for the incredibly large breasts (or flesh tumors) on the many female characters. These are not standard, GAINAX 'boing' large boobs either: these are mutated mountains of flesh that would never allow the characters with them to stand up. Just look up 'Eiken anime' on Google to see the infamous things. On to the story, of which there is little. The entire thing plays out like a bad porno: one character survives seemingly by only eating phallic food, there is a yogurt slide, a chocolate slide, and slipping on a banana peel seems to cause the character's clothes to almost fly off entirely. It is so mind boggling because, while there are lots of anime with fanservice, one assumes that there is always a line that can't be crossed. Eiken jums about a football field over the line and is guarenteed to have you thinking 'what the hell' as soon as you finish it.

Certainly, there have been other anime that have had me going WTF. But I feel like these two examples capture the extremes of this reaction and the extremes of Japan WTF itself.
