Technically speaking, neither response I got was what I meant, as they both had something other than that
*e* Rather than posting again, I'll just edit this... Rating: 6/10. Reason: This episode had its good points, but it also had points where the story relied heavily on Kyon's narrative, which unfortunately is one of the first things to go when a story gets adapted. However, I did find it to be a bit better than my initial impression, so I'm giving it what I consider an above average rating. (While the poll labels 6 as average, I believe that should belong to 5.)

It's hard to say. I've always assumed that they were given their powers during the event that drew the attention of the Data-whatever and blocked the time travelers from going back farther than three years ago. It's rather obvious Mikuru can go back farther than Kyon confirming the existence of aliens, time travelers and espers, as well as the fact that the Data-whatever was already keeping tabs on Haruhi on July 7th of that year, so I'd assume that the only thing that really came out of it was Haruhi wanting to go to North High because of some guy calling himself John Smith.

Yeah, I was just thinking that this episode brings new meaning to the line way back at the start, where she couldn't find a good club and said "maybe I went to the wrong high school." Without this context, it seemed like a general comment, but this recasts it as meaning that maybe she heard or remembered wrong.
