That depends on who wins. If nazi won all the guerilla fighters would be terrorists, because they lost they are fighters of justice. Whether the country is good or bad has no meaning (also, there is no good or bad country, well nazi went a bit far).
In most cases guerilla fighters just agitate the ocupants and cause more violance against the civilist from the other side anyway. If they don't have a chance to win such attacks are almost always bad.

Due to the lost of new heroes, her father was reinstated a hero but for unknown reason self destruct in the suit. After that Cookie and her mother Bisquit moved to USA. She later went to Tsukigasa Island and partnered with Masaki.

From that point on, Mata always tried to seduce Masaki. Later her exterior was upgraded by Doctor Octopus to match his preference, an attractive mature lady, a.k.a Madame Mata. Her suit materials also capable of constructing 4 Dimensional Gate.
