Please, the truth is that Yammi is an idiot and doesn't know that top three Espada have an ultimate special numbering system. When they release, their number rises to match the number of midichlorians they have.

Yes, the Privaron were actually the strongest among the Arrancar all along. They were simply forbidden from accessing their true powers as a punishment for making fun of Tousen's glasses.
