I remember Precia carrying a package that was supposedly the original Alicia's body in an earlier chapter, so I wonder how this new Alicia came to be.

The first hint was as early as the prologue if you look; it's mentioned one of the bodies that arrived on Al Sethis was declared dead, and the other was taken as a 'sample'. Precia mentions later in the story that she was accidentally declared dead on arrival.

Oh, that makes sense. I kinda got spoiled by this from one of the reviews while I was browsing, unfortunately.

I'm curious about why Enil thinks this matters, though. Fate doesn't care about Alicia nearly as psychotically as Precia does, and she's not really in charge of this situation. It's not like Enil can intentionally endanger the body for negotiation purposes either, since it's fairly obvious she needs it. Unless you've decided to make her a petty villain who does things out of spite and no real personal gain. Which I hope you haven't.

I had her there two chapters ago. Except that I skipped out on reviewing Chapter 27 due to intense laziness, so I only get credit for one chapter's worth of that.

Yeah...Enlil with Precia reminds me a lot of the first Bloodrayne video game, where in the first section you're fighting zombies and in the second and third you're fighting Nazis. The fact that you're watching the heroine slice, dice, decapitate, impale, drain dry of blood, and occasionally make-enemy-explode-into-ludicrous-gibs-that-fill-the-screen is a complete irrelevancy because quite frankly the Waffen SS no longer count as human among most people's moral compass. Precia's the most acceptable Acceptable Target in the whole franchise.

But here's all you really need to know about Enlil: as an absolute ruler, she allowed Amaterasu to run free as the commander of her armies. I mean, Ammy is mostly harmless now because she has only Susa and Tsuku to play with (and Precia, but, well, I think Ammy could do things to Precia that would nauseate the authors of guro porn doujins and most people would applaud...); the thought of her living in a society where she has near-absolute direct authority over thousands of people terrifies the hell out of me.

Thing 1: This... THIS qualifies as a crossing of the Moral Event Horizon by Enlil in my view. Not only because she's Orochimaru-style stealing the body of sweet, innocent little Alicia, but also because I know the expanded backstory of Precia. Sure, she's an evil bitch NOW, but the reactor disaster that killed Alicia was NOT her fault; she tried to PREVENT it, but her greedy superiors went over her head. The woman went through a conga line of traumas and broke because of it, and this is just another dancer in that line.

Thing 2: I attempt to draw attention to my post at the end of Page 1,460.

Thing 3: Randomly throwing something out to see what people think. What if, around the time of the start of the Original Series, Nanoha & Yuuno would have encountered a boisterous ultra-powerful mage knight who decided to take Nanoha in as a student? Said mage-knight being 'The Man of a Thousand Swords', 'The Battleship Breaker', 'The Immortal Fool', 'The Man Who Cannot Die', 'That Damn Guy Who You Can Stab With Swords All You Like And It Won't Do A Thing, Dammit', JACK RAKAN.
