Well this is just my interpretation but from what I read and heard Wolkenritter can be treated as... Minors by TSAB law. Essentially they are like Devices, they are sentient, intelligent but it's their Masters that are responsible for their actions.

Also from what I know about Yagami/TSAB situation Hayate kinda took the blame. She didn't know about her knights' actions but after she learnt of them she assumed the responsibility because she Was their Master. That chick from the Army in StrikerS suggested that Hayate used Wolkies to save herself back in A's. That might be the explanation Hayate gave.

TSAB had enough evidence that this Book of Darkness Incident was different from what they were used to AND the Main Threat, that is Book itself was terminated. Wolkenritter being Artifical Programs didn't exactly have a will of their own at least not until A's so they couldn't exactly be held fully responsible for their actions.

Of course this is all just my theorizing.

While you posted that response, I went back and editted that post to ask better questions.

You might want to read it again, if this interests you.

Still, Hayate definitely took responsibility for the Wolkenritter. She rather had to, as the Wolkenritter would refuse to work for the TSAB above and before Hayate. They'd only work for the TSAB if Hayate worked for the TSAB.

So Hayate needed to face the criminal charges and accept the sentence of probationary service.

Perhaps later, the Wolkenritter would relax enough to work for the TSAB directly, but not for a while.

Mhm I wonder about the bit of not working for TSAB unless Hayate did. The way I understood it was that they'd happily work for TSAB (as long as Hayate's safety was ensured) to atone for all the things they have done in the past.

Frankly I can see Wolkenritter confessing to all the stuff they have done, including their actions during A's. They would try to protect Hayate from the responsibility since it was their actions that led to such a situation. Hayate on her end would try to assume the full responsibility for their actions and from Interrogator's point of view the responsibility would be kinda sorta in the middle.

I think that seeing how both Wolkies and Hayate tried to protect each other and take the blame would make the TSAB realize that they are not really bad people.

[chuckles] I can see Vita snapping at an Interrogator if he/she tried to suggest that Hayate ordered the Wolkies to attack people.

"Hayate would never do something like that! Take those words back or I'll...!"

Came the calm, composed voice of their Leader. Vita glared at the interrogator for a moment but finally deflated and sat down.

I'm interested in writing the Bind-teaching story, but I don't know what sorts of character interactions should have happened already.

I'm interested in writing a Chrono-vs-Yuuno story, but don't quite know where in the timeline to place it, and no one convinced me of one time or another.

I'm interested in writing a "Yuuno says his goodbyes to Nanoha before joining Fate's legal team" story, where Yuuno officially gives up Raising Heart to Nanoha as the "reward" he promised her in Episode 1. But this should probably involve a discussion about where he got it. "I found it in a ruin somewhere" is just insufficient, and anything else would have to be my own choice.

If I wanted to make stuff up wholeclothe, I'd write original fiction. For fanfiction, I prefer to work with as few personal decisions as possible; just taking canon and extrapolating from it.

I'm not sure if Stern should be working for the TSAB if she's trying to negotiate with them for help to Elteria.

She wanted to aid her sisters back in Eltria but she knew that her intelligence and ability to negotiate favourable contracts were more important than her combat skills at the moment. This was her role right now, one which she focused her full attention on.

Also, why is Levi and Dearche living with Stern right now? Just like you metioned Stern's skills with negotiation are currently more important than her fighting skills in Elteria, the opposite can be said about Levi. Also the quote suggested Stern was the only Material around.

Well as I mentioned part of the payment for the help Eltria is getting is Materials help from time to time. They ARE considerably powerful and TSAB is short on hands, they can't really decline an offer like that. She is an outside collaborator.

Rather than Live right now, they live in that apartment whenever they come to visit. Stern divides her time between being on Mid-Childa/Earth and Eltria and Material Girls occasionally visit and stay for a couple of days. The thing is, this started several months after Gears of Destiny. Everyone was working really hard to make it work and now the situation is much better than back then so they can allow themselves some rest.... except Stern is very dedicated to her task and a bit of a workaholic.

Dearche isn't on Mid-Childa at the moment... mhm when I'll finish this I should drop a mention that Levi is here on vacation or something.

Yes I see Levi and Dearche as two main sources of humor in this group with Stern being the Only Sane Woman who suffers their wackiness... that is as long as Nanoha is out of picture [smiles enigmatically]

Well that's the plan I just have this bad habit of posting as I write T_T For now I'll focus on completing the story and only after I have it all compiled and checked I'll post a full big chapter.

Well as I said, Stern is the Only Sane Woman with Levi being the hyper-active genki kid and Dearche being a haughty, egomaniacal, jerk (only a bit) with a heart of gold (BIG ONE)

After she got the coat all buttoned up Stern wrapped her scarf around the girl’s head so that only her eyes peeked out from behind the protective garment. Stern looked the girl up and down one last time and then retrieved her umbrella before she took Subaru’s hand. “Let’s go” She could feel how the girl trembled through their joined hands. The small digits which embraced her palm were cold and shook terribly. She had to get the girl home and out of those wet clothes, otherwise the girl would definitely catch a cold or worse. On her endSubaru couldn’t help but peek up at the Onee-chan who found and saved her. She was kind and her hand was soft and warm. Even if she was a bit afraid she decided to trust this scary looking but gentle woman. They moved hastily although Stern made sure to keep the pace at a level Subaru could keep up with. She needed to get the girl home as fast as she could and were it not for her close proximity to the house and the fact that it would cause legal problems she would simply fly there with the girl in her arms. Luckily they got back home without any incident and were in the elevator which took them to the 4th Floor where Materials’ apartment was located. “Do you have a cellphone with you perhaps?” The woman asked the girl who shook her head sadly, she completely forgot to take it when she ran out of home. “Do you remember the number to your house at least?” This time the answer was a nod vigorous enough to make Stern worry for the girl, her head might just fall off. The scarf definitely didn’t take kindly to the rollercoastering and slipped off the girl’s head making her look like some half-unrolled Mummy. Having finally reached the apartment Stern fished the key out of her purse and the next moment they were inside. A long corridor ran deep into the apartment, there were several doors to the left and one pair at the end of the corridor. The closest door led to the living room while the further two pairs concealed the bedrooms. The main bedroom was situated beyond to the living room. Dearche as the rightful ruler of the apartment wanted to claim it as her own but Levi wanted a turn on that huge soft bed herself so they began to argue a bit. In the end to show off her superior skill and luck the King challenged her two retainers to a game of rock-paper-scissors. Stern didn’t particularly care about the result but Dearche would have none of that and pressed the woman into competing. The result was catastrophic to say the least, one after another Stern beat her sister Materials without even trying. Her luck for hazard and gambling reared its head once again and robbed both Dearche and Levi of victory. In the end Stern simply offered to share the main bedroom, each of them would sleep there for a week. It didn’t quite work out like that since more often than not all of them slept together in that king sized bed. It was usually Levi’s fault as whenever it was either Dearche or Stern’s turn the Material of Power simply sleepwalk kidnapped the other Material and dragged her to the master bedroom. When it was Levi’s turn though, Dearche usually bossed her way onto the bed and then both dragged Stern along because they thought it would be unfair for her to sleep alone. However before Stern could unwrap the scarf from around Subaru, the door to the living room opened and Levi stumbled out of the room with a cheerful smile. “Stern, you're back” She cried out and charged forward, ready to tackle her sister Material but then stopped with her arms still wide open and one of her legs thrown back. Her eyes locked at the area around Stern’s waist, making the brunette glance down as well. The sudden movement and noise made the little girl flinch and hide behind Stern. She only dared to peek out from behind her makeshift barrier. Levi stared back at the girl curiously, like a cat that just noticed a little mouse and wondered what to do with it. The Material crouched slowly to place herself on the same eye level as the girl and continued to stare. “Hey Stern?” “Yes?” “Did you kidnap this girl? I know she looks kinda cute and you wanted someone to pet but if you want to pet someone then pet me. Kidnapping is bad, really bad, seriously bad, if you kidnap someone they lock you up in a small, dark, cold, smelly cell with rats and stuff. And if they’ll lock you up I won’t have anyone to snuggle to and you won’t be able to cook and even though King’s food is great I like yours too and... ” The girl stopped as Stern sighed and petted her head gently, Levi smiled back and purred like a cat spoiled by her Master. “You should really go to sleep Levi. You watched movies all night even though I told you it’s unhealthy” “Yeah I know but that series was really good and there was that guy who went Apapa...” She said energetically bringing her hands and one leg up as if to mimic the actions of her newest hero but Stern unleashed another caress attack to calm down the enthusiastic girl. “Yes I know you told me about that this morning remember?” “Yeah I did but he was so cool and...” “Yes, yes but now turn off the TV, change and go to sleep okay?” “Okay!” “As for the girl. I found her lost on the street and brought her here. Even though I respect her I do not plan to emulate Hayate.” “Haha yeah she and her mother have that bad habit of kidnapping cute girls off the street to try out their cosplay outfits” The other girl giggled sheppishly but then came back to staring at the still intimidated girl, this time though instead of concern for her fellow Material’s actions and the consequences, Levi smiled cheerfully at Subaru. “Hey there, what’s your name?” “Umm...” The girl continued to peer at Levi, her eyes glancing up to Stern for help who turned slightly and patted her on the head. “It’s okay Subaru, she is a TSAB mage too, she is only like that now because she drank too much caffeine during one of her movie marathons” “Haha yeah when I get my hands on something fun I can’t stop before I finish it” Subaru glanced at the other woman curiously, she had that infectious grin on her face which only grew when they made eye contact. Her long blue hair which darkened visibly at the ends were tied up in two long ponytails at the sides of her head. She didn’t seem like a bad person, just very enthusiastic and energetic. “Actually Levi could you something for me?” “Anything for you Stern!” “Subaru give her your phone number” The girl nodded and finally walked out from behind Stern’s legs. She said the number slowly to make sure the cheerful Onee-chan would remember it. “Gotcha, want me to phone them about the kid?” “Yes, let them know that we found her and where we live.” “Gotcha!” Levi cheered and walked back into the living room where the phone was located. “Let’s go Subaru, we need to get you out of those wet clothes.” The girl nodded and followed the woman who held her hand gently, her warm digits embracing Subaru’s hand protectively. In the meantime Levi picked the phone up and called the number but was a bit torn. She didn’t exactly knew how you should report that you found someone’s kid and have them at your house. Then her caffeine-addled, sleep-deprived brain suggested something to her and her grin grew positively gigantic. “Hello, this is Nakajima residence, unfortunately we are not at home right now. Please leave a message after the signal BEEP” “Hello. We have your kid, if you want to get her back all healthy come to...” She gave them their address and grinned at the job well down. Stern and Subaru on the other hand headed for the bathroom. After the woman opened the last door a large bathroom was revealed. In one corner was a large bathtub, big enough for four people while in the opposite end was a shower along with the washing and drying machines. The floor was made of dark-cream coloured tiles while the walls were painted with a brighter cream shade. There was a sink to the left and a large cabinet built into the wall to the right which held soaps, shampoos and other items of everyday hygiene. Which was where Stern headed, leaving Subaru to glance around the spacious bathroom. “You know how to use a shower?” She asked the girl who nodded eagerly. Stern handed the girl a bar of soap and a small bottle of shampoo she retrieved from the cabinet. “Take a hot shower now and I’ll bring you a clean towel and some warm clothes okay?” The girl nodded again and then glanced down shyly. “Umm Thank You” “Mhm?” Stern glanced back at Subaru as she adjusted the shower head. “For saving me... thank you Onee-chan” The girl said a blush clearly visible on her face as she looked at Stern, that earner her another little smile. “There is no need to thank me. Now, throw the wet clothes in here, okay?” She said motioning at the clothes dryer she just opened, the girl nodded and began to strip before Stern even left the room. The towels were easy to get, they were placed in a wardrobe in one of the bedrooms rooms, the one which Stern usually used when not sleeping in the main bedroom. The clothes were a tougher nut to crack, Subaru was considerably smaller than either Stern or Levi so giving her their clothes would only result in them falling off of her with each step. That left Stern little choice and she had to pilfer Dearche’s wardrobe. Just like her original the proud little King was rather short even for Japanese standards and even though she more than made up for her short stature with her enormous ego the facts didn’t change. Dearche was short and petite, a full half a head smaller than Levi, the tallest of the three and even Stern who was a bit shorter than the excitable girl was still taller than their Lord. If there was one guaranteed way to get an angry reaction out of Dearche it was mentioning her size, that really made her fly off the handle This however proved to be useful in the current situation, while still much taller than the pre-teen Subaru, Dearche was the closest to her in size. Stern chose a pair of dark pajamas, a long sleeved warm shirt and a pair of pants with a drawstring, that would make it easier to adjust them to Subaru’s size.
