Well, personally I view 'moe' as in a feeling you get when you see a cute anime girl character. It's similar to the feeling that people would get when they see...for example a cute little kitten or puppy, and get that 'melt away feeling' and say 'it's so cuuuuuute', but the different is that for moe, it is when you see a super cute/adorable anime girl, and you will get melt away and go 'moooeeee' instead of 'cuuuute'.
That's my preception of what 'moe' stands for anyway...

That's the general view I think, but 'moe' can encompass more than just cute too. To me, 'moe' is anything that makes you want to huggle it.
