Has NT (after NT 1) separated its focus on three characters? Like, having Accelerator and Shiage switching over and over with Touma?

Where in the novels does it mention Accelerator manipulating the Earth's rotational vectors and slowing it down by 5 minutes?

Volume 13, basically the scene in the Anime where Accelerator threw the entire building.

Originally it was only one wall travelling at Earth's Rotational Speed, or at least a portion of it to slow down the entire thing by 5 minutes.

How much does the NT series rely upon the original series? I am considering picking up from there and just reading the summaries for the volumes that the anime has not covered.

It's pretty much a direct sequel.

Actually, it relies on the original series, as well as almost all of the side stories books. Not so much about what had happened, but a number of characters introduced into the main story in New Testament first appeared in those side stories.

So then aside from characters and refrences would I be able to pick up from there with little to no problems?

Pretty much. As New Testament is a sequel of the series, the only requirement is you've read the original series.

The side stories aren't any real issue, I never read any of them and I could still follow.

I would say the very bare minimum requirement is that you at least must know how the first series ended and the circumstances around it, because that set the stage for the main plot of New Testament.

I have a question, during 1 of the novels they mention a experiment about esper powers outside academy city, I don't recall if it was during ww2 or the cold war, anyone remember the name?

And how old is academy city?

To find that answer requires you to know what year this is in the first place.

All I can tell you is that Crowley got the idea after faking his death, which we assume is slightly after WWII, like what the wiki says. And seeing as how a city isn't build in a day, and Japan's economical, political, and manpower status after the war, I would say start counting from 1955.
