The purpose is different. Yggdrasil wants to kill all the dragons while the other dragons wants to repopulate which is why they need female counter parts.

Proofs for that are when it communicated with Yuu for the first time and later on when it tried to negotiate with Yuu for a cease fire when it was holding the hostage (Yuu's classmates) against him.....etc. It's unknown why is it that Yggdrasil wishs for the dragon's destruction in the first place, something Yuu remarked it being truly incomprehensible for a dragon to wish for its own destruction.....

its just speculation but I think in one of the pictures. Iris probably confess to Yuu or probably said that she will take back Yuu's memories.

In the end of vol 3. Yuu looks really vulnerable there when Yuu embraces Iris.
