So could this be start of a new story arc after the Vatlantis Arc and Deus Ex Machina Arc or will be an full after story epilogue volume possibly showing Kizuna and the others reuniting with characters from Vatlantis

hah? author decides to continue this series eventhough everything was wrapped up already, is there anything left about to keep this alive? or because the ending of previous volume didn't like what he's expected so he want to retcon it, if it that how it is, that's good for chance to another harem member to meet kizuna.

I could be an after story like Shinmai or a continuation of the story. What could be more stronger than the Deus Ex Machinas I suppose that would be real humans and all the worlds that HxH are just simulations. By the way in the case of an after story, Ataraxia members (the current country) should just go to Vatlantis to live there with their families. Kizuna becomes Vatlantis's emperor and get married with Aine as his first wife. Then he marries the rest of his harem and have sex with all of them.

Considering the rest of the world (lemuria/earth) were antagonistic towards them at the end of volume 13, I’d say there’s a chance for more enemies. And conflict isn’t necessarily restricted to gunfights. Politics and natural resources are both valid reasons (competing for natural resources, or the right to rule over the other side).
(I’m playing devil’s advocate here) So just because the “big bad boss” was defeated, doesn’t mean there aren’t any more issues for them. And the harsh reality of entertainment industry such as this is, so long as it’s making profit, there’s a reason to continue that franchise. The lore may turn bad, the audience may complain, but so long as there’s profit, there’s motivation to continue. Heck, the corporate people might even persuade, or even pressure the author to continue simply for $$$.

To be fair, the author did mention in the afterwords in volume 13 that he’s welcome to continuing HxH. I wonder if volume 14 is simply an epilogue, or prologue to a new series...
In regards to sexual acts - yes, Kizuna has done pretty much everything with the girls. They’ve even admitted their feelings to each other. I honestly can’t think of any developments in this area for a sequel. But perhaps the author has something in mind? An orgy, perhaps? No, the one before the battle against Thanatos didn’t count since they didn’t commit actual intercourse. What I meant is having sex (Climax Hybrid?) with everyone. Yes, all good things must come to an end. Yes, if a series goes on for too long, chances are it’ll turn worse (Fairy tail, Naruto, bleach, etc.). But the author is only human. He needs $$$. So I can understand if he wants to continue a profitable series. Just to be clear, I’m neutral in this matter - I was simply explaining why he would continue this series (if he actually is).
