The same here, the instant she give us that smirk on an official art i thinked "i have the feeling i'm not gonna like this character". Amitie on the other hand, looks a bit more heroic xD!

I agree, I can't really see anything wrong taken as a whole but somethings just jump out, the eyes and the shape of the face for me. I still like the picture though and I'll reserve judgement on the character until I see her in action for myself.

Perhaps is the hair which looks like ribbons, the odd position of the legs or the missplacement with the shadow (notice how the shade areas of her body go right but the shadow at the floor goes left)

It's the eyes. The artist mimics the Nanoha artstyle, but he uses his own eyes, which are smaller (Nanoha-style eyes are huge) which makes the entire head suddenly look awkward.

If I will make her in a fanfic... yeah... I won't make her too flirty.

As for the problem with the artwork... it's probably the person's style... because the face looks a little chubbier.
