Of course she doesn't. But the thing is, the character pads. She has to get in character and do the same!

Here is something I learned from some female/trap-joke cosplayers : if you are less endowed and the character has got assets, wear a +1 size up bra (for example, 24B wearing 24C) and pad until tight. Then wear a tube over it to hold everything in place.

It is always the silicone pad on the outside, and the foam ones on the inside to give it the firm look.

Don't get me wrong; Pink Cow made quite a cute cosplay of Elsie in that.

The only problem is that it doesn't seem as though she did what Elsie did : pad. Elsie ALWAYS pad.

Thanks for the suggestion. But uh... it's not easy to find a bra +1 cup size bigger than my actual size...
