yes. When the episode aired there was much ado about how off model Ruiko's design was in the episode on 2ch. They even went so far as to edit screenshots in order to correct them.

Specifically, Ruiko's height and bust received notable increases in comparison to her original character design. If this had been a decision made from the beginning of the anime, it might not stick out so much but Ruiko's design has been correct in previous episodes.

To clarify. Ruiko is roughly as tall as Kuroko. This can be clearly seen in both the lineup design picture in the special railgun novel, and in the ED of the anime. This makes her only slightly taller than Uiharu.

Furthermore, Ruiko has a small bust, roughly the same size as Mikoto's. This can be clearly seen in other episodes, and in the manga. Also, again, the special railgun novel shows her clearly in a bikini, where it's quite obvious. Furthermore, it's not even a matter of visual interpretation, as there are references in the same text itself to her small breasts and her desire for larger ones.

So think of it this way. For this one episode, the animators reached out and grabbed a version of Ruiko from 2-3 years later in her future.

what gives. Its a fan service episode so its fine. Though the one surprised me mitsuko and the one with the swim club are big. I thought that its not the big..... or rather the most surprising is konori senpai. cow cow cow..... need some milk?

And touma looking like a girl................ hard to image or rather I don't want to imagine. But I think if she will become a girl then it should be a pretty plain one like him but has a strong sense of justice insider her.

Well that girl is cute and like a police girl.... I want to be arrested

There're many other images like that which is tagged as the character from To aru series, but they don't look alike at all. Are you sure she's Touma?

That just doesn't work. Touma gets way too manly sometimes, like when he stood still and ate everything Mikoto threw at him. I can't picture a tsundere guy doing that to girl Touma.

But you can switch his punching with her slapping for much lulz.
