When I was with Black Bra back the trade days we used a celeron 400 with I think 512megs of RAM. The hard drive for the time was massive but I forget how big and the card would've been an ATI Radeon 64DDR. This would've been like about 1999 or 2000. The primary codecs we used were the sorenson variants (which tho rare rival DivX for ratio even today. DivX still puts out a smoother compression tho)

Adobe Premiere was our software of choice.

You do need a lot of power to make encoding a pleasant job. I don't encode for a fansub group, but I dabble with VirtualDub for my own purposes sometimes, and it's damned slow even with 1.83GHz CPU and 1gb of RAM. I dread to think what it would be like with much less than that.
