That's what I'm assuming too. I think the director's version of Ouka is the bond Hibiki and Hachirou share rather than a technique and Hachirou being a spirit now means that Hachirou will be able to keep his promise and be with Hibiki protecting her for all time now.
However, I got to agree that while the series overall was not bad, the ending was terrible. Joujin did not need to be brought back or mentioned for the third time. Even an ending where Hibiki silently gazes up at the cherry tree and monologues while Hachirou's spirit appearing next to her is better.
Does anyone know what the Japanese reactions were to the last episode?
