Chances of this being a 'fanservice show' = 0. Going to lengths such as creating an original anime, with such a unique art style is something that wouldn't be devoted to just an ecchi series. If they wanted sex appeal they would not have used designs like these.

But that's not to say it will have no fanservice. I'm expecting a crazy/comedy/parody/action series. I mean, come on, Imaishi is directing..

Japanese text in the scan says that it will be primarily action-driven and that it will be so violent people will be wondering how Gainax got away with showing it on TV.

Yes it says that in the 6th paragraph, just a rough translation:

"Even though Panty and Stocking are a pair of sister angels, they have extremely bad and dirty habits. Basically a parade of sex, violence and dirty humour. Can such things be shown on tv? With such content, should their actions be broadcast in Japan?"

Also it seems like Garter Belt is their boss, a priest with afro.

Thank you for the translation, so they going for something "mature" this time rather then all the kid's stuff they have done in the past, but with this art style?

Depending on how far they take it though, might drop it halfway.

Might just be them exaggerating of course though.

Nice. Sounding more like what people have been saying, that it's a mix of PowePuff Girls + Dead Leaves = this series. Bunch of crazy shit happening on screen (Dead Leaves) and bunch of crazy action (powerpuff girls) with art similar to PowerPuff Girls.

Shame people won't give this series a chance just because of the art. Same people who didn't give series like Yojou-han Shinwa Taikei or Saraiya Goyou a chance just because the art is different from the typical norm you see in anime.

Are those quotation marks being used ironically or no? Because "sex and violence" does not automatically equal "mature". In some cases, just the opposite. I'm not saying I won't watch the show or that it won't be good, but that's not the first association I make with those words.
