Nichijou seems like a lot of hit-and-miss humour for a twenty-six episode series. I can understand it being fairly polarizing, at least.

Nah, as Seishi said, Nichijou is really hit or miss like Zetsubou Sensei. You either get the jokes or you don't and/or they're either funny or just plain stupid. Of course, Zetsubou Sensei did this much better.

Anyone know if a PV for this year's tournament has been made yet?

Actually it's a hit or miss for people. Some love it, some don't. Pretty sad actually since I think Nichijou is awesome and should do well in the tournament.

Are the different iterations of Misaka considered to be separate characters?

They are the same character. Railgun is a spinoff of Index. Same Universe not a Alternative universe.

Don't think To Aru Kagaku no Railgun qualifies though since it finished spring last year...hence I'm questioning whether or not Saten will be allowed since she appeared in Index-tan 3

But I think she (Saten) appeared in the Railgun OVA which was late last year. If the OVA counts, then she's OK.

NOTE: I made zero indications of discerning same vs alternate universe. That's not in any part of the question. The question falls on those "Misaka clones".

Thus, I refuse to see Misaka #12564 (random number) to be the same as the Railgun herself. Those seemingly "lifeless clones" are distinctly different than the beam-shooting tsundere Misaka. By character behavior alone, they should be different.

They count as four different characters. Misaka Mikoto, Last Order, Misaka #10032 and "The Sisters excluding 10032 and Last Order".

Edit: I should specify that this is how they handled it before. I'm not sure what they are doing this year. On the wiki they have Misaka Mikoto, Last Order and Misaka #10032 as separate entries. Someone will likely have to nominate the rest of the Sisters before we know how they are being handled.

That was last time though. On Index S2 there have been a few other numbers that showed a bit of individuality, althought for a really short scene, which could be considered enought for saimoe.
