I think he's the heir to his family, which is no a master clan so he's obviously NOT on Tatsuya's level. Let's be honest. At this point in the story, the power level of any "famous" magician that is not strategic-class or in the military isn't worth mentioning compared to Tatsuya.

There are 28 clans and only the strongest ten are called the Ten Master Clans. The 18 that don't make the cut are called the Assistant Houses or Clans. Takuma's family is one of the Assistant clans.

Time skip to Clubs Week. Azusa hoped this year would be peaceful, and her hopes are dashed by Friday April 13th.
After school, Tatsuya and Miyuki stayed to help out. With their skills nobody can protest them performing as a team to go out and solve problems, even if they’re both vice-presidents of the student council. Hattori seems to have things well in head as the new Clubs leader – despite being less charismatic than Juumonji he had the foresight to establish patrols from within club members, ending up with a force of personnel larger than the committee or the council. One of the 3rd year girls patrols cam back and reported the kendo club is about to start their performance, and Kirihara remarked the boxing club stuck to their schedule. Tatsuya asked isn’t Kirihara going to go watch, he spends most of his time at the kendo club back in March anyway. Kirihara then found out when Tatsuya was still part of the committee Tatsuya came to observe a few times, and he never noticed as Tatsuya was too good at sneaking. Kirihara was at first frightened and wary of Tatsuya’s actions, than gave up even on that as Tatsuya was too much of a monster for this capability to be a surprise, plus Tatsuya didn’t care about him. Their discussion was interrupted by a message saying the mechanics club have some problems, and the Shiba siblings were requested by Hattori to go out and solve this.
It turns out it’s a dispute between the Bikes club and mechanics club (the former revolves on rebuilding and upgrading two-wheeled machines while the latter is a bit more generalized. The two used to be the same club before it split. The two have budget differences and does not play well with each other). The two sides, mostly 2nd & 3rd year girls, are fighting over Kent Smith, the new shota student (the one in awe of Tatsuya’s mechanic skills that was introduced in the previous Mahouka Double Seven magazine update) with platinum hair, silver eyes and pale skin. Both sides wanted to recruit him as a mascot of sorts. Things are boiling to a disaster when the Clubs patrol group arrived, a 2nd student with Shippou tagging along learning the ropes. While Shippou had people attention declaring the patrol has arrived Smith snuck off. Miyuki shot a fascinated look at Tatsuya that for once she meets someone new the focus wasn’t on her but on Tatsuya (who deserved the recognition more), and he ignored that look. It turns out Smith had originally only planned to come have a look, then was approached from behind by some group or another and then things escalated with clubs fighting over to recruit him. In the middle of this Kasumi arrived declaring herself to be a committee member to take care of things. Kasumi and Shippou then got into an argument to the point their enmity overrode the previous one between clubs, and was about to deteriorate into a magical duel; both Shippou and Kasumi were allowed to wield CADs due to their position. Smith was told to escape by Tatsuya as the focus was no longer on him. Shippou’s sempai from the clubs tried to intervene between the brewing fight, but didn’t have the charisma to defuse the situation. Ultimately Miyuki had to step in and break things up, saying the student council will settle this incident, not the committee or the clubs patrol, and report it themselves. Tatsuya added nobody will be punished for this incident, and the two clubs went their own way quietly. The Shiba siblings went back to base after this, with the only ones left Shippou, Kasumi, and Shippou’s sempai looking at them leaving.

That evening, Kasumi complained to Izumi about Shippou’s behaviour, that despite only being a Shippou he’s being all high and might towards one of the Saegusa. Izumi wondered if Shippou Takuma’s grudge was a personal one and not the result of Shippou family’s position – the current Shippou head of family is a soft-spoken man and isn’t prone to conflict.
Meanwhile Koichi, the current Saegusa family head, is having the actress Mari over as a guest. Mayumi led Maki to Koichi, and wondered why was someone from the entertainment industry contacting one of the Ten Clans.
The Saegusa Twins took their thoughts to Mayumi after she finished dealing with Maki, asking her what does she think about the current Shippou family head. Mayumi figured out the twins would only be asking this if they got into some trouble with Takuma, and confronted them about this. Kasumi didn’t manage to even attempt to fake nothing happened with Mayumi’s sharp instincts. Before Mayumi could start lecturing the twins Izumi said it’s not Kasumi’s fault, and Mayumi decided to trust them for now. Mayumi confirmed the current Shippou family head isn’t a confrontational one, so it’s purely a personal issue by Takuma. The twins then started theorizing why would he do this, discarding theories like he has some personal magical skill to rival the Ten Clans members to there’s some other backer behind his actions. Mayumi told the twins they’re thinking too much into this, but they’re not convinced.
Maki proposed a deal to Koichi, asking him to not intervene when her father break the pact between the mages and the anti-magic faction. Koichi agreed eventually, on the condition whatever her side is doing they leave the Saegusa-affiliated mages out of it.
After Maki left, Koichi contacted Kudou with a visual call. He calls Kudou by ‘sensei’ rather than Kudou’s other titles, a habit from back when he was Kudou’s student with Yotsuba Maya and Miya. Koichi told Kudou he had just received one of USNA’s agents who’s part of their plot to subvert the Japanese media to use as leverage against the Japanese mages. Kudou remarked Koichi would have known all this before today, he has his own sources. Koichi revealed he plans to use the USNA to weaken the Yotsuba, that particular Clan has become too powerful, far superior to the rest of the Ten Clans and can dictate the fate of their nation if they wished to. Kudou has similar sentiments to Koichi, but said nothing outwardly since both side knew this already. Koichi plans to reveal the existence of the student who’s in 1st High and is part of the 101st Battalion, the media and the human rights focused politicians will eat this reveal right up. Koichi also waved aside Kudou’s remark Koichi’s daughters currently attending 1st high will be affected by this, Koichi thinks in this case the other students will only be seen as victims. Kudou commented Koichi is probably doing this mainly because 1st High’s Principal holds a neutral position and refuses to take sides in the politics within the Ten Clans – basically, the principal had refused to ally himself to the Saegusa. Koichi denied the importance of that particular tidbit, saying his main focus is weakening the Yotsuba, and this attack on 1st High is because the 101st Battalion is close to the Yotsuba. Koichi thinks attacks on 1st High students by anti-magic factions are within acceptable losses, and it’ll serve to twist public opinion against the anti-magic faction, which is a boon for the Ten Clans (in his POV). Kudou said he does not hold the authority to approve of Koichi’s plans, nor had he ever had that authority. Koichi replied authority aside, Kudou still has the influence over the plan if he wished to intervene. Kudou in the end declared he does not disapprove of Koichi’s plans, which Koichi then thanked Kudou and closed the conversation with satisfaction.
Before the screen has turned off, Kudou’s face looked like a weary old man fitting his real age.
I think Mayumi is speaking more to herself in this.
