Speaking of Nagant (the woman), it seems vaguely implied that she may be another Stain-type criminal. According to AFO, she slaughtered several heroes and desires to bring down their society, as well. Furthermore, she thinks Overhaul might be useful despite being a broken, literally disarmed she'll of a man he once was (maybe due to his underworld connections?). Wonder what her story is....?

Nagant certainly is an intriguing character. Deku decided to go against Hawks' advice and confront her instead of running away.

If I'm looking at the Time Crisis 4 game as a reference, the US Army rebels because of multiple motives, some are for money while some is seeking revenge against the official that treats them harshly. The scheme used at Time Crisis 4 is the main antagonist plot because he receives poor treatment from the military, which for this case, Nagant could be fed up with the treatment from the hero organization and choose to rebel.

Some heroes may end up a villain due to being fed up with the hero society. When the villain offers them with better privileges, they will immediately defect without question.

I'm more interesting is in what kind of story led her to a decision where she decides to rebel against heroes.

How is that different from the normal super strength à la All Might?

Inner strength is like... If in terms of other series, Chakra from Naruto, Nen from Hunter X Hunter, Energy level from Dragon Ball, or we can call it Magic in the eyes of a magician.

It's not something that outer strength can pass it. In All Might case, one of the most possible is his grueling method of training his muscles and strength, while in this case, inner strength refers to your willpower and how much your body can generate its power to augment that strength.

One Piece is an extreme case, practically Impel Down where Luffy was supposed to be dead due to severe injury, but his inner strength denies that odds as he can still lives on even after a brutal treatment from Ivankov.

I can't give more of the statement since I also see this as a part of where we are barely understanding it.

I really like that scene of All Mighty using Conqueror's Haki.

It kind of reminded me of when Stain scared everyone before passing out at the end of his arc.

Lady Nagant hasn't been defeated yet! She notes she's been trained well by the public safety commission, and hits Deku with her rifle arm!She then shoots at him, but he dodges her bullets. He then asks why a former hero like her is following All For One. She replies that the boy's vision is too limited by the peace created from the current system, and that those painted with that "color" will never understand her.

It looks like Deku receives some slight backlash from using several different quirks in succession, and Nagant uses this chance to shoot him with one of her radio bullets! She explains that she's killed too many for her to sustain this "false society". We then get a flashback where she's ordered to eliminate a group of terrorists before they can carry out their acts. As she executes them, the terrorists beg for mercy, saying they haven't actually done anything yet. Still, she always felt justified in her actions since she was merely obeying orders. However, her breaking point came at a later point, when some young fans of came up to her, requesting handshakes. But when she extended her arm, she could only see it covered with the blood of all those she slaughtered.....

From that point on, she became increasingly disillusioned by society. Soon, when her boss briefs her on a mission, she begins questioning all the deeds she's done so far. When the boss begins threatening her about the consequences of quitting her job (even pulling out his own gun), she shoots him dead! Back in the present, Deku is confused by her story, but Nagant tells him that the current society is sustained by thin lies. As she says this, we see another brief flashback of when she was first recruited to the safety commission, back when she was a student. She feels that heroes are hypocrites who lead on people with sweet falsehoods..... in comparison, she'd rather follow AFO. As Deku continues chasing Nagant, he notes that after hearing her story, he recently realized that there are many gray areas in hero society.... but he wants to try helping those who felt betrayed by the system.

Nagant decides to change strategy: Since she knows Deku can predict her movements, she'll complicate things for him by taking a hostage.... as she aims her rifle at Overhaul! The young is indeed shocked by this action.....!!!!

The top hero then says most of the jailbreakers won't be too tough to deal with, except for one particular individual: A former hero who used to be supervisor of the public safety commission, Lady Nagant. Back to Deku, he tries to escape Nagant using Black Whip. He was warned about her early on by the top heroes, but she destroyed his phone, preventing him from contacting them. What's more, so deadly are her sniping skills that Deku can't dodge her bullets, even with the help of Danger Sense! He recalls a TV interview with the hero Snipe (one of the UA teachers, remember), who reveals he's the 2nd-best marksman in Japan, behind Lady Nagant. Snipe's quirk allows him to freely control bullets up to a range of 600 meters, but Nagant's quirk, Rifle, has a range of three kilometers! She also uses her hair to make bullets with unique properties. Still, it's the strength of those unique bullets that allows Deku to pinpoint her location..... Meanwhile, it's indeed confirmed that the guy with Nagant is Overhaul..... who's completely devoid of spirit. He just keeps muttering that he needs to see his boss. We get a flashback from the Tartarus prison break, where AFO meets Nagant. She says it's ironic she's meeting him as a traitor now, since she used to investigate him during her hero days. He tells her that a UA student may leave the school soon, and requests her help in capturing him. If she brings him the boy, she can fulfill her desire to destroy all of society! When he asks her how she's connected to Overhaul, she replies that this is their first meeting, but she can make use of him in his broken state. A couple of villain thugs try to attack the vehicle directly, but the former #1 hero leaps out of it! He tells them he won't let them hurt Deku, and despite his current weakened state, his mere presence is still enough to scare away the thugs. Meanwhile, Deku chases after Lady Nagant. He manages to deflect one of her bullets, but is suddenly hit by another one from the opposite direction! As he spots her from a distance using the Air Walk quirk, he quickly figures that AFO gave her that power. Deku then changes strategy: He releases a smokescreen, and despite being scolded for its usage by En (6th OFA user), he clearly has a plan in mind. However, the 3rd user tries to discourage him from the plan, since the boy hasn't began training the 3rd''s quirk yet. But Deku replies it's too late to back out now. Beating Nagant will provide the first real lead in locating AFO/Shigaraki, so he must do what he can! The young hero finally activates the 3rd's quirk.... Hakkei (a sort of martial arts term that means to release one's inner power). Soon, Nagant sees something moving out of the smoke, and shoots it! but it was merely Gran Torino's cape. Deku throws more stuff to distract her, such as his cape and backpack, but that's all it was.... a mere diversion. Using the cover of the smoke, Deku enters a nearby building, and leaps straight up, bursting through the rooftop! He then manages to grab hold of Nagant's arm!
