I dunno, in my fanon the lowest rank is C, below that the core only reacted with data stream than flashing lights Armored Stratos has looser tolerance, thus the viability of limited numbers of male pilot.

Josh is a D+ ranker, for example.

I think the reason of being asspull in that she suddenly gains S rank leads to Akatsubaki evolves faster (and thus Ugachi born). Not that it stop B ranker Ichika from evolving much earlier, so I need to fix Ichika first before handles Houki's case

Maybe not that, but showing their performance and improves it until one of them is selected, either Personal I.S. pilot or a true rep.

Assuming Yamada is at least 21, she simply has no hope being a true rep because around her generation, Chifuyu is still active.

Mind you, any testing and development involving brand new technology has to be done inside academy, if done outside, you have to share this technology to entire world according to the treaty. (this is the reason I and Demi said Gospel's very existence is against Alaska Treaty)

Chifuyu use Generation 1 unit in second Mondo Grosso, I assume this is around Yamada's generation.
