I don't think that is either Mion or Shion. (The twins have green eyes) There is another charcter that has green hair that isn't in the anime at all.

Her name is Natsumi, she's in one manga chapter, Miotsukushi-hen (?), Daybreak Kai, Daybreak Portable, Higurashi Kizuna 1 and 2.

I'm glad to finally see some Natsumi fanart. :3

She is voiced by Kaori Mizuhashi in the Daybreak, PS2, and DS games I believe... but none of the chapters she's in will be animated in the OVA.
