Depends on how you look at it, since the events that set their 'birth' into motion started with the book of darkness' activation. Which was on Hayate's birthday. Their actual realization though, came later. I'm not sure at what date the Battle of Aces takes place though.

But I think the artist went for "they're effectively twins, so they share the same birthday."

Actually they first took form a few months after the Book of Darkness incident was over.

But strickly speaking the concept of Material-D itself dates back to even before the Book of Darkness was created.

Also that Nanoha did originated from an h-game. Looks like they are trying to get back to those days.
