to make it short, Sugisaki was mad and sad because all the selected student council member doesn't want to attend the student council meeting and want to quit their position. Kazami meiku as the successor of toudou lilicia of the news paper club give her help in investigating what happened to each member and their reason of why they doesn't want to be a student council member.
In voleme 1 deal with the situation of saionji tsukushi and minase runa while vol 2 deal with the situation of hinamori touko and kagami hokuto.

Next is the summary of each character's problem

Spoiler for Saionji Tsukushi:

As you can see from the chart, she was an extremely clumsy girl. But this was because she has the protection (or should i say haunted) by the god. She was a girl loved by the god ... god of laughter to be precise. Everything that she do always end in a laughter situation. She has a complex about this because everytime she want to get serious it always ended in ridiculous situation. She think that she was not qualified to become the president of the student council because she was afraid that she will failed all of her supporter. In here the big battle between the god of laugh and ken began. She was a big maniac fan of the idol uchuu meguru and always ask ken to arrange a meeting for her.

Spoiler for Minase runa:

As you can see, she was ken's rival when both of them want to become the student council member of the previous generation. Her situation involve her inferiority complex and her family situation. She doesn't have a clear target of what she want to do in life. She doesn't have anything and when she saw all of the person around sugisaki who was filled with laughter...you can say that she became jealous of sugisaki but she denied this. She have a fight with her father because of this reason (about her not having a clear goal in life).
Her father was a yakuza it seems (i forget if he is a gang member or the leader) and his last word to sugisaki is that sugisaki must became her watch dog and never let any guys approach her. (he doesn't know that sugisaki want runa in his harem). Sugisaki must prepared his self if he want runa in his harem because this is a matter of life and death.

the unexpected girl was the successor of Toudou Lilicia, Kazami Meiku right? I kinda out read through vol 1 and vol 2 shin but not that much, just simply skimmed through few pages. It looked like she admired Ken a lot and was very active when she helped Ken with his problem. She addressed him as Sempai very respectfully. Well the rest I am not clear but it seems liek at the end of vol 8 spin off, the last vol of series when everyone from the old and new student council gather in the Student council Room waiting for Ken, he was coming there alongside with Kazami Meiku as she stated how she felt she would find a good scoop regarding the reunion of both the old and new members of student council. Unknowing to both of them that the old and new were discussing something about Ken very intensely to the point they would fight over him (I think?) but when the dou arrived at room , the atmosphere became dead cold as all the girls's gazes seemed to focus on Ken and the girl beside him. Man seriously I cant remember the rest but at least this was what happened in the end of the series. (Correct me if I said something wrong , thanks?)

She is the most beautiful girl in the seizon universe. but there is a weakness... her head is weak (meaning she was an idiot) even sugisaki wonder how can she attend this school with that level of intellegence much less become a student council member. Just like in the math lesson...she said that with 500 yen she can buy 3 juice with the price of 170 yen for each juice....that is her level of intelligence...
Even her beauty become the major problem this time. She caused many couple to fight or break up because of her beauty. She really feel bad about this and there is one time that involved her best friend. Basically her best friend liked a guy but the guy liked touko more. She was afraid to attend the student council because of this, she tought that she will disturb the harmony in the school and in the student council with her presence.

Spoiler for Kagami Hokuto:

This is the most depressing story in this volume and the longest one too. This story tell us about hokuto's problem and the growth of sugisaki as a character.
To make it short:
- Kagami hokuto really hated the existence of sugisaki ken.
- Sugisaki ken and her father was the same kind of human... Yes her father was an harem bastard.
- She loved her parent...but her father rarely stayed in home...her father go to another women's place...and in there is another children beside her...she realize that she was a daughter of a mistresses... and she saw that there are many more women that her father have.
- Her mother loved the father very much and she cannot do anything about this. Her mother only showed her smilling face in front of the father and always get depressed when he isn't around
- For the sake of her mother she acted as a good child while bearing a deep hatred for her father. Her family also move a lot because her mother want to stay close with the father.
- There is one time she have someone she love and respected as a big sister in one of her move. She was her neighbor.. yes that was asuka.
- When she realized that the guy that asuka love is a harem bastard too she became hopeless. That is why she hated sugisaki to core of her being because she was afraid that asuka will meet the same fate as her mother.
- She started her plan when transfered into the same school as sugisaki. She vow to make sugisaki ken live in a hell and try to ruin the gathering of the student council.

From the view point of meguru, she feel their relationship have changed because of that and sugisaki's response to her feeling is like that too...

As she have thought...she regretted her confession to sugisaki because the way sugisaki treated her now ... but what she had thought was only a misunderstanding in actuality.

Meguru who is going to runaway because of her own misunderstanding...

he silenced her WITH A KISS..

In the end they do what they always do... they keep company of each other and get along with each other's prank...but they do this while holding hand with each other... their relationship became stable again and became more than enough, intimate toward each other...
