The failure list consist of former Chevaliers, and Raddox's group is committing the four nicknamed "Busters" to "Cat Killer." (Cat Killer might be the name they gave to the operation with Gengo as the cat to be killed.) The analyst estimates that when the Busters were in active duty, they were able to produce a stigma compatibility ratio of 120%. Discussion goes into the Busters' crimes, convicted or suspected, but the last one (Sawatari Isuzu) is "innocent." When Raddox questions why she's included in the Failure List, the analyst explains she'd killed one Genetics Pandora, one Chevalier Pandora, and two ordinary people, but all four cases were ruled as legitimate self-defense.
When Gengo brings Oohara to Maria, Oohara asks what he intended to show her. She adds that she'd studied Maria's genome, so it (the sight of Maria?) is nothing rare. Gengo compliments Oohara as a wonderful woman and apologizes for not being able to accept her feelings. Oohara pretends she doesn't know what he's talking about, but Gengo says in a secret part of him, he was afraid of her, that she'd set aside the pure good will she had for him, and that if Maria "isn't here," he'd probably have accepted Oohara. Oohara blows up at him, thinking he's grinding her down by saying she's no match for "that corpse." Gengo says it's not a corpse. He reminds Oohara that he'd said if Maria "isn't here" he'd have accepted Oohara, adding that isn't a lingering affection for a dead Maria—he can't betray Maria while she's alive.
Then Gengo addresses Maria, asking her if he can make a request, explaining he doesn't have the ability to get Oohara to understand. He requests that Maria tell Oohara everything as a favor for him. When energy starts coalescing around Gengo and Oohara, Oohara asks what it is and Gengo replies it's nothing to be scared of, she can relax and receive Maria. This is all of the "truth" that Oohara had been pursuing.

Oohara gets a flashback to what she'd gotten from Maria, then remembers Gengo asking her, if that's the truth, which does she think is the right road. Then he tells her to choose: will she play the part that was given to her for the sake of humanity together with him, or will she accept all of that outcome (catastrophe)? She thinks he's been shouldering all that by himself all these years, and cries because she thinks it's pitiful.
At the lab Itsuko(?) hears that the No.3 stigma is corroding and the No.1 is also below the casting ratio? Her assistant concludes that all four are failures. (Hmm...if they're trying to cast 4 Legend stigma (apparently the ones for the chest), then the four would be for Satellizer, Lana, Ticy ... and Roxanne?) Itsuko says they have less than a week left and thinks that she's at her limit. Then someone says the stigma purity of the casting is too low—the speaker turns out to be Oohara. She tells them they can't limit the purity because they're thinking of the synchro rate with Pandoras, and that they have to reset all their data. Itsuko counters that by doing so, the Pandoras won't be able to endure the stigma, theoretically it's impossible. Oohara just says her (Oohara's) role is to accomplish the command she'd been given in line with Gengo's order. What happens after that isn't their business. And if it's theoretically impossible, they'll change the theory. They'll implement a theory that hasn't existed up to now; that's now the core of the "Legend Stigma" plan.
Suna reports that Oohara has begun minting new stigma and that she seems personally motivated. Gengo mentally thanks Oohara, then tells Suna he'll leave all that to Oohara and requests Suna to give her full support. Suna says she doesn't mind but asks what magic Gengo used to change a person so much in one day. Gengo wonders if he should say it's a way that only popular guys know. Suna then turns the conversation to Amelia Evans who's part of the escort that accompanied Oohara to Genetics. Suna had seen the report of (Amelia's?) measurement results but the results can't be compared to before; she's no longer E-Pandora level (possibly Suna means Amelia is now Pandora level since Amelia is part of Oohara's protection detail). Gengo tells Suna there's no change; she's to keep Amelia as part of Oohara's escort. He won't take any dangerous action beyond accepting Amelia's younger brother on this side (in Genetics?). So Suna says she'll deal with Amelia that way. Then Gengo switches Kazuya's special outing; he tells her he wants her and two others to be Kazuya's escort (protective detail).
Amelia leaves the dorm reserved for the Legend Pandoras and those attached to the project. She thinks to Gina, Ratel, and "everyone" that she's here in Genetics. Then someone calls out her name (probably Elizabeth), and she turns around to see Elizabeth and company. Amelia identifies Arnett and Ticy as the ones called "the Genetics friends," and Roxanne and Lana as the ones she'd met in Alaska, then she specifically names Arnett and Ticy. Arnett asks why Amelia... Amelia says "she" had told her, the person who had acknowledged her. She says it feels unbelievable, but when they were connected (image of Chiffon), all of Chiffon's heart/mind was conveyed to Amelia, and Amelia had received messages for everyone from Chiffon. To Elizabeth: please bring that noble heart to the top. To Arnett: don't be hurt by your own kindness. To Lana: get along with Satellizer. To Ticy: Sorry. I can't stay by your side all along. Really. Forgive me.
Suna welcomes the nice weather for the outing, then asks Ouka and Satellizer why they're making such expressions, could it be because they're nervous because they're chaperoned by super senpai. End ch.150
The Legend Pandora contingent draws attention. The onlookers think Cassandra is a beauty, maybe a foreigner or a model, and she's like a work of art; that Teslad doesn't lose in comparison, a cool beauty; that Windy is cute; that Kazuya throws off the balance, maybe he's a guard. Suna notes that all the eyes are drawn to the Legend Pandoras; even she is ignored and she wants people to look at her too. Ouka notes the Legend Pandoras have a beauty that exceeds a person's imagination, but the problem isn't just their external appearance, that there's something that makes you think they're more than human, something out of the ordinary. Suna asks if Ouka is honestly acknowledging her loss—as a woman. Ouka denies this, then wonders what Gengo is thinking, since having the Legend Pandora as protective detail is overkill. She asks if they (she, Satellizer, and Suna) might be called third wheels for them (Kazuya and the Legend Pandoras). Ouka notices Kazuya giving Satellizer the cut and says she (Ouka) is the desirable one, pointing out that Kazuya is avoiding Satellizer and treating her like a stranger. Ouka asks if they had a fight, and when Satellizer denies this, Ouka concludes Satellizer has been dumped, adding that Satellizer loses in comparison with Cassandra: the glamorous body, blond hair, mysterious charm. They squabble, ignored by Suna, with Satellizer insisting she hasn't been dumped, that she's Kazuya's partner.
Lucie intervenes and tells them to let it go, not to be a hindrance, because the time with them (Kazuya and co.) is irreplaceable. Ouka comments on how chatty Lucie is, how when she was with the Valkyries she'd been so taciturn that Ouka had thought Lucie can't talk. Lucie gives that scary smile and explains she'd just been avoiding unnecessary behavior in that situation. Ouka and Satellizer say they won't be a hindrance, and Ouka thinks it's the first time she'd seen Lucie smile, and while Lucie is a Legend Pandora, she'd completely deceived them (probably meaning the Valkyries).
When Suna returns with ice cream cones, she asks Ouka and Satellizer until when they'll make faces like puppies whose master has been taken from them. Suna says she understands their feelings, that it's like Kazuya's been stolen away, but that they don't have to worry so much. She adds that at least the Legend Pandora don't like (probably romantically) Kazuya, and she also has a personal interest in the true meaning and the goal behind Gengo suddenly suggesting this date of Kazuya's with the Legend Pandoras.
Kazuya remembers Suna ordering him to be the 4 Legend Pandoras' escort from noon to evening, when they go to town tomorrow. (So apparently after Gengo said Suna and two others were to be Kazuya's protection detail, Suna chose Satellizer and Ouka.) Kazuya thinks the timing and circumstances are the worst, that he hadn't wanted to meet Satellizer, but he's regretting asking her not to approach him for a while, that he'd been crazy, what a thing to say to his blameless senpai! If he doesn't apologize... He glances at Satellizer and concludes that she's completely angry and mentally begs for help from "Nee-san" (probably Kazuha).
Windy May calls Kazuya's attention, pointing out that Teslad suddenly stood still. He wonders what Teslad is looking at, and follows her line of sight to the ice cream cone Suna is holding. Kazuya ends up buying ice cream cones for Teslad, Lucie, and Windy May, silently wishing that Teslad would say what she wants. After Teslad pinches his cheek, he wonders if she hadn't liked the taste. Then this kid calls Cassandra's attention, addressing her as "aunty," and tells her she (the kid) can't see and asks to be carried. End ch.151.
