Japanese game on an English computer

Well Let's see, I bought this game Glove on Fight, It's fully japanese, so also the installation and such.

When trying to install the characters show up as garbage since the english interface doesn't know what to do. This also means it can't install it....

How can I run japanese games on an English Windows XP operating system.

Language pack won't help because it just changes things such as Internet explorer and MSword... I already have that.

How to upgrade the system language? or make it BI language?

Skimming quickly over that page I don't see anything about setting the default language for non-unicode programs to Japanese. The way you set this is settings/control panel/regional and language/advanced tab. Scroll down the list and pick Japanese and click apply, then you have to restart.
