Looks like genderswapped Rito from To-love-ru. I'm pretty sure that actually happens to him in the series a few times, so the concept isn't a pure fan creation.

I have seen other versions of it and it's a parody of the Girls High anime.

This one uses characters from the Tales of.. series of games. The one you have there appears to be a different version, though.

Watched a few videos myself and couldn't find it either.

Maybe it's a loose piece of fan art, not used in any video yet. >_<
