Should the home country fall under attack, the IS piloted by the rep candidate can be recalled so long as ownership is listed under the country. The pilot themselves have no obligation to return unless they will it themselves.
Intervention by ISA itself is possible but I can't see why they won't let a student be patriotic unless it's clearly a suicide run. |

Uh, did you forget the whole "Any students aren't owned or obligated by any country as long as they stay here" clause? They can go back on their own, but ISA can't interfere officially. This means that they'd have to sneak out since interfering at that point should be illegal.

Basically, what Eras said, anyone related to I.S.A. are absolutely, positively neutral except tfor their status as personal I.S. owner, and even then it was limited to data gathering and development. Hence Madoka Rescue plan is making me a headache, I can't find any loopholes.

Easy loophole: Don't do it legally. Remember, Ichika's not a rep candidate yet, but he still has a personal unit. They can't arrest him because he didn't break any rules. He fought for no country, and he isn't a rep so he actions can't be credited.

Traveling to the past will change something. However, because of time paradox, there's no need for going to the past. Because nobody is going to the past, the changes will be undone, cycle continues and...

That's because they assume the past and future versions are from the same universe.
That is only half-correct, meeting your past or future self just means one of you was transported to another timeline via the 6th or so dimension.
