I remember reading exactly that her ability required her to touch her target with her hand.... The problem is that I can't trace where I read that, I'm pretty much aware that telepaths can work from far distance, but according to Komoe's explanation, that applies to telepath espers who's ability works by sending or receiving messages, just like an invisible cord ~ phone line. BTW the series has already introduced telepaths that can only work their ability through hand contact (Tetsumou).

Personally I find quite interesting telepathic type powers and I have always been expecting for a proper user to pop up within the main cast and having him / her indirectly explain the properties and limitations of telepathy.... I mean, if Kamachi writes telepathy to be as strong as it can possible be then it would be pretty much insane in a Kenshiro level of brokeness; it has to have limitations, kinda like of Ars Magna.

Limitation of touch is one of the most overused limits but still acceptable (at least by me)
Another limit could be she can only use it on one person at a time or just a little more.
She might need the target to be stationary to use her ability (like Ino)

Btw, what's Mugino's usefulness to AC?

But actually, the value of ITEM isn't because of Mugino; Aim Stalker by far is the most important. I can't see Meltdowner being useful for anything other than a easy portable nuke.

the chapter is about Kongou Mitsuki. She meets up with Mikoto while mr. stalker-kun is stalking her. Plus it looks like a scene was change from index though not sure because here. Mikoto use Mitsuki as an excuse to get away from stalker-kun. That's vol 5 event with Touma. Then at the end. A vol 8 event with the test happen. Kinda confusing in the arrangement of events.

I don't think anything was changed; this was just one of the many times Mikoto has to get away from Mitsuki.

i wonder if this is still the "real" mitsuki, or etzali already. from wiki "A week before the events of the August 31st Etzali would abduct Mitsuki and later take his form" week before the 31 is 24, but in manga they should be still in 22-23

In accord to the novel, thats true, it also says Kuroko investigated how Mitsuki got high scores on his tests by cheating usings his powers which made Mikoto suspicious during the fake date because that Mitsuki (Etzali) was too smart to be real.

AC sees espers as resources, so it's more an issue of Mugino's power being useful to Academy City instead of Mugino herself being good for them. For example Mikoto was valuable because she could be the foundations of the Radio Noise clones + Misaka network + variations of the application of her powers could easily be stuffed into weapons (like the FiveOver) since Railguns are existing guns in the first place. Mikoto herself was expected of being of no service to the higher ups.

Before someone asks, by this point I think that only the 3 top espers have been addressed as useful. Aleister mentioned that the Accelerator was a "vector controlling device" important for artificial heaven. Fridge was the foundation for the EqDM powersuits & I doubt that's the only use that they were aiming to pull out of him & Mikoto was mentioned just above.

She knew that it was an impostor and that Touma dealt with him "on her behalf", to me that's enough. I'm also curious to check if this guy from ch40 is the actual Unabara or is already the "Aztec Magician".

About the volume 8 event with the power testing.... Chronologically in railgun isn't that like the 4th time that the same thing happens? :P I mean, it's expected that the espers need to retake grading exams several times in a year, but Kuroko & Kongoh having the same conversation on every test is just ridiculous; though it's obviously a pseudo plot device thing meant to explain things that need to be known at the time.

It would actually be convenient if said event doesn't have a set date in Index, that way we could get away with saying something like "it happened here" instead of the thing being chronologically in the time of Awaki's revolt.

Speaking of, I wanted Kuroko to find that coin here + relating "that level 0" to "the idiot", too bad the event is probably going to be delayed until the manga catches up with vol 8.
