I think someone mentioned a procedural vote in Congress (the voted along party lines) to make the passing of a "calendar date" not happen in concern to National Emergencies passed at the start of February until the next Congress is in place (2027). This as a means of not allowing for the Democrats in Congress to end National Emergences after a number of "calendar dates" have passed by making it so that no "calendar dates" base from today until January of 2026 (or something like that)

ATM putin deseperately needs a ceasefire, his army is starting to crumble, his economy is starting to crumble, war fatigue permeates in the population, etc. Putin and Trump are playing bad cop/stupid cop trying to lure Ukraine into the slaughter house, little by little trying to make Zelensky cave to the kremlin demands of capitulation. Trump will do NOTHING (not even do verbal condemnation) to make putin sit at the negotiation table, but will apply maximum pressure on Ukraine to make them accept putin's terms.

I think a ceasefire only makes sense for Russia if they're abandoning the whole campaign. It's attrition warfare after all, you can only win by applying constant pressure and accumulating advantage until Ukraine collapses. How well they're succeeding at that is another question, but that's how it works in theory, and a pause would reverse any progress that has been made.

And Putin already said as much in his response to the ceasefire offer. "Yes, but only if we are given all the territory we demanded, and Ukraine demilitarizes". So, it's not happening. He also does have one more card to play, which is full mobilization. There was major backlash for the partial mobilization in 2022, and it might be more difficult to draft people after years of offering them large sums of money for the job. But it's Russia after all, and in my estimation Putin still has enough political capital to force it.

That card, just as nukes, is never going to get played. Remember, this is a war of choice, putin decided who and when to invade. This whole invasion is so that he goes into russian story books as the next alexander the great. Full mobilization would mean that residents of Moscu & St. petersburg will know first hand the horrors of war (which has not been kind to the orcs). People will end hating his guts and he his family might end like the last czar. Besides, from a strategic point of view, even if he does a full mobilization:

1. He lacks the logistics to mobilize said meat into the battlefield.
2. He lacks the expertise to train said meat into capable soldiers or marines or pilots.
3. His tank, IFV, APC arsenal is severly depleted.
4. His money pool is dwindling as are his oil refineries. War is expensive.

Without a ceasefire (and lifting of sanctions) Russia will only get even more decimated with a full mobilization, this is not WWII where they were defending from an invasion, extra meat will not translate directly in extra manpower.
