It just means that there are 6 people who share the same votes, so they are all share the 84th place. (instead of 84, 85, 86, 87, 88, 89) It is just a different to organise votes.

As for the translation. Just logically imagine that scene from deathnote ep2 and it will all make sense.

I love this scan! I wonder if it's official... C.C.'s outfit looks weird. (Usually her zipper is on her left side, not in the middle.) It doesn't look like a fake though... Maybe it's only a small mistake.
