no ... dress break is not ban'd its bilingual which is ban'd.

Rias admits dress break is a cheap move, however she doesnt ban it, because it ise has to touch someone in order to pull it off.

Bilingual on the other hand is AOE.. the moment ise looks at you and ur stuck in his zone... ur fubarded... and it was mostly ban'd because its an invasion of privacy on the 10th power.

Yeah, both Ddraig and Albion were so strong that the leaders of all three factions had to team up to seal them. Otherwise, the duel the dragons were fighting would have wiped out all three sides.

This was originally from n0m@n so I'm not too sure why the yondai maou and Kunous mom are not included. Maybe these are the guys who have the more detailed power references in the LN and he based it from that and the others just don't have enough detailed descriptions to be conclusive.
