So many questions....
For events beyond the Index I anime...I would say do it just to be safe but I don't think its necessary to spoiler tag it.

63 is the most recent chapter and is available in English...somewhere...Google is your best friend here (most likely it should be available in Chinese or Japanese as well).

The anime has two anime-only arcs. The manga goes further.

I would still say watch Index I & II and then skip to the LNs....but skipping straight to the LNs and reading from Volume 1 is also okay.

Notably the anime leaves some stuff out that was in the LN, so you may find yourself pretty confused on some points later on in the novels if you don't read them (or just lurk the wiki until you learn the relevant stuff).

The anime also tends to tone down the power level of the series in general, so you may be somewhat surprised if you jump from anime to LN and suddenly everyone is moving at supersonic speeds and doing huge feats.

1. Watch the two seasons
2. Read the epilogues of volumes 6 and 13.
3. Not so relevant, but read Chapter 3 of the SS
4. Optional, read volumes 2 and 4, they are better in the novels
5. Read Volume 14 forwards.

Heh. I finished V2 and 3 yesterday...Aureleus' Bad End was even better here.

Any skippable LNs for that matter? I don't have the time, resources, nor episodes of Index II. :/ just reading my way through V4 atm.

Volume 7 has the Agnese Forces in it. Skip it if you wish to maintain your grip on sanity. I think it has some vague foreshadowing for Aiwass and Crowley, but nothing too important. 9-10 I think is skippable, though it's pretty enjoyable if a little long. Volume 11 doesn't have anything important in it I think, besides a reference to Fiamma, and it's not very good. Volume 12 is mostly SoL, but it's pretty good SoL so I wouldn't skip it. The SS isn't all that important, but it's got some Mizuzu in it which is always fun.

Everything 13 or 14+ is a definite "you need to read this to know what's going on".

But you're saying you can't find the episodes of Index 2? I can PM you a link if you like, i'm pretty sure the episodes are freaking everywhere.

No, I'm just as confident as you I can get a working download from anywhere (utw.me is the first site I would try though).

I only have access to LNs because I'm serving the army in my country for 1.5 more years and as such my Internet access is quite limited. Hence I was only able to read the Railgun manga and V1-3 in the past few days.

As for Index I, I watched it before I enlisted.

Ah, got ya. Well, the LNs are made to be pretty light reading luckily. The translation for the early volumes can be touch and go, but the quality for 17+ is very high.

Very high as in, Teh_Ping high, I guess?

Well I can see read that indeed. >_> plenty of typos, but luckily no major grammatical errors. Are most of the LNs as short as these, or does their length vary widely?

At this rate I'll be able to finish V5 by tonight maybe.

Teh Ping supervises the project I believe, but J606 is the one doing the actual translating for awhile now. He does most of the Raildex stuff, he's quite good and translates like a freaking machine.

Typically the less important novels are around 250 pages, while the major ones tend to be in the 350-400 range. The longest is NT 8 at 415 pages I believe. They come out really fucking fast, generally one every 4 months.

I see. Well, writers nowadays type, not write...while I wouldn't call them typists their work still comes out typed anyway.

Oh, and if Flere is reading this, hello there. I've finally crossed over to Toaruverse completely out of boredom, since AW V15 isn't being released so soon yet.

Not necessarily. I went by without reading any of the DVD Release SS's or SP until January 2013, at which point I decided..."ehh...might as well..."
The SS Volumes (barring SS and SS2) are not all too necessary and I went through the series inferring general facts and developments correctly based on what was said in the main series.

SS2 is amazing. Seriously, it's got Tabigake and Touya drinking and Gunha vs. Ollerus. Plus some interesting insight into how the Misaka Network works.
